On 9/24/2025, at 2:45pm, Licensing Program Analyst (LPA) Vicky Williamson conducted an unannounced complaint inspection for the purpose of delivering findings regarding the above allegations. LPA met Facility Representative, Cynthia Quintana and Assistant Director, Verenicia Chavez. During the inspection there were 24 children present with five (5) staff members.

During the course of the investigation, interviews were conducted with the Facility Representative, staff members, daycare children, including the daycare children in question, and daycare parents. A copy of facility roster, incident reports, and personnel report were reviewed and obtained. Staff and children records were reviewed.

It was alleged that staff hit children in care. Facility Representative and staff members denied the allegation. Facility Representative and staff stated that children are never hit by any staff. Staff stated that children are redirected and spoken to on their level when expressing inappropriate behaviors. See LIC 9099C Continuation...

There were no disclosures from daycare children interviewed, including daycare children in question that they were hit by staff in question or any staff members.

In addition, it was alleged that staff yelled at a child in care. Facility Representative and staff members denied the allegation. Facility Representative and staff members acknowledged that they all have different voice tones and sometimes their voices are loud and stern, however they never yell or use inappropriate tones with daycare children. There were no disclosures from daycare children interviewed, including daycare children in question that they were yelled at by staff in question or any staff members.

Based on interviews conducted, there were no disclosures that collaborated that staff hit children in care and staff yelled at a child in care. Due to conflicting interview statements, the allegations are found to be unsubstantiated. Although the allegations may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur.

No deficiencies cited. A Notice of Site Visit (LIC 9213) was given to Facility Representative, Cynthia Quintana, and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Appeal Rights (LIC 9058) were provided. An exit interview conducted, and report was reviewed with Facility Representative, Cynthia Quintana.
