On 2/16/2024, at 9:20am, Licensing Program Analysts (LPAs), Vicky Williamson and Angela Nguyen conducted an unannounced annual inspection. LPAs met with Facility Representative, Blanca Brown and disclosed the purpose of the inspection. LPAs accompanied by facility representative conducted a toured of the inside and outside of the facility. There were no daycare children present during the time of inspection.

Furniture and equipment are in good condition. Toilets and hand-washing equipment are in safe and sanitary operating condition. Paper towels and toilet paper are available. The bathroom is lighted and has ventilation. Floors in the facility are clean and safe. Solid waste storage containers have tight-fitting covers and are in good repair. All disinfectants, cleaning solutions, and other hazardous items are inaccessible to children through latches and locks. The playground equipment is in safe condition. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. High-climbing equipment has sufficient cushioning. The outdoor play area is fenced with adequate material for cushioning. Area has canopies used for shade. The facility does not provide lunch or snack. Children bring their own lunch, snack and water bottles. Drinking water is available both indoors and outdoors.

The facility has a carbon monoxide and smoke detector that meet statutory requirements. The facility representative stated there are no bodies of water on the premises. LPAs did not observe any bodies of water during the time of inspection. Facility Representative stated there are no firearms or ammunition allowed or stored on the premises.

A review of staff records on this date indicates facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions. Facility Representative was reminded that all adults 18 and over living or working in the facility, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

On this date, 2/16/2024, the California Attorney General - Megan’s Law website (meganslaw.ca.gov) was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.

At least one person trained in Pediatric CPR and First Aid is present when children are at the facility. The person who signs the child in and out of the facility shall use their full legal signature and record the time of day. LPAs reviewed a sample of children’s files and observed files were complete with contact information for authorized representative and others who can assume responsibility for the child and medical assessment. LPAs reviewed a sample of staff files and observed files were complete with health screening, mandated reporter certification, immunization records and education requirements. The last fire/disaster drill was conducted and documented on 2/5/24.

This facility is currently not providing Incidental Medical Services – IMS. LPAs reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. LPAs advised facility representative that prior to making construction or alterations to the facility, the facility representative shall notify the Department of the proposed change.

No deficiencies cited during today's inspection. An exit interview was conducted with Facility Representative, Blanca Brown and a copy of this report, Appeal Rights, and Notice of Site Visit were provided. Notice of Site Visit is required to be posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. LPAs observed Notice of Site Visit posted at the entrance.
