On 07/18/2025, at 9:45 am, Licensing Program Analyst (LPA) Dana Stevens, conducted an unannounced complaint inspection to deliver findings for the above allegations. LPA met with Director, Sharilyn Webster, and informed her of the reason for the visit. There were 20 children present with 4 staff at the time of this inspection.

During the investigation LPA Dana Stevens conducted three unannounced inspections of the facility, interviewed the Reporting Party, Director, Staff, daycare children, daycare parents, and reviewed facility records. It was alleged that Facility staff do not keep classrooms at a comfortable temperature and Facility staff are operating out of ratio.

During interviews, Director confirmed that the Air Conditioner (A/C) in Preschool Room D (East side), stopped operating on April 18, 2025. A new A/C was installed on May 8, 2025. Director stated and LPA observed that the A/C in Preschool Room C (West side) continued to operate during this time and some cool air was circulating to the adjoining Preschool Room D. During inspections on May 1, 2025 and May 23, 2025, LPA observed both Preschool rooms to be a comfortable temperature, with thermostat readings of 72 and 70 degrees Farenhiet. LPA confirmed the highest weekday temperature recorded for La Mesa, CA between April 18 and May 8, 2025 was 79 degrees.

During interviews, two (2) staff out of five (5) staff interviewed, stated that during the time period that the A/C was not working, there were times when they were feeling uncomfortable in the classroom due to the warmth and lack of airflow even though outside temperatures remained moderate. During interviews, four (4) out of eleven (11) children stated they had been feeling too warm and uncomfortable in their classroom. During parent interviews two (2) out of seven (7) parents stated they had observed Preschool Classroom D to be uncomfortably warm during the month of April. All staff and parents interviewed stated that no children had complained to them about the classroom being too warm.

LPA reviewed a sample of child sign-in sheets and staff time cards for April 2025 and found staff/child ratios were being met. During staff and parent interviews, no evidence or statements were obtained to support the allegation of Facility staff are operating out of ratio.

Due to conflicting information the above allegations are deemed Unsubstantiated. A finding that the complaint is Unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violations occurred.

Director was provided with a copy of this report and appeal rights (LIC 9058) and their signature on this form acknowledges receipt of these rights. Notice of site visit was given and must remain posted for 30 days.
