On 8/11/23 at 9:45am, Licensing Program Analyst (LPA), Martha Malane arrived at the facility to conduct a pre-licensing inspection. Upon arrival, LPA met with facility representative, Danielle Cavanaugh and was led on a tour of the facility. The facility is requesting a capacity of 24 preschool children (age 2 – 5 years) in room F at The Navy Child Development Center. Hours of operation are Monday - Friday 6:00am – 6:00pm.

Classroom F was inspected and measured a total of 956.35 square feet which is sufficient to accommodate the requested capacity of 24 preschool children. The classroom is equipped with age appropriate furniture, including cots for napping, tables, chairs, cubbies, bookshelves and other materials for children. There are two (2) restrooms in the classroom and one (1) restroom in the outdoor activity space available for the exclusive use of preschool children. Each restroom contains one (1) toilet and one (1) sink. There are a total of three (3) toilets and five (5) sinck which is sufficient to accommodate the requested capacity.

The director’s staff restroom will be used for isolation if a child becomes ill. There is a functioning carbon monoxide detector and a first aid kit with required supplies. Disinfectants, cleaning solutions and other items that could pose a danger shall be stored where they are inaccessible to children. The facility will utilize manual sign in/ out sheets. Required documents are posted.



The outdoor activity space is located outside the classroom. The outdoor activity space was inspected and measured a total of 2322.60 square feet which is sufficient to accommodate the requested capacity. The surface of the outdoor activity space is maintained in a safe condition and free of hazards. The Play structure has cushioning material to absorb falls. Shade is provided via a shade structure. The play equipment is suitable for ages 2 through 5 years old. Proper supervision and placement of staff on the playground was advised to ensure the supervision and the safety of children. Drinking water is available both indoors and outdoors by the use of water jugs and refillable water bottles brought from home.

Facility representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. LPA reviewed with facility representative the LIC 311A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

On this date, 6/8/23, the California Attorney General - Megan’s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.

Facility representative was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform. Facility representative was reminded that childcare centers constructed before 1/01/2010 are to test their water for lead prior to and then every five (5) years after the date of the first lead testing. LPA discussed (PIN) 20-01-CCP “Required Lead Testing for Drinking Water in Licensed Child Care Centers, PIN 21-21-CCP LIC 9275 – External Water Sampler Self-Certification Form and the LIC 9276 – Center Sampling Checklist Form.

A fire clearance for 24 preschool children (age 2-5 years) in room F was granted 8/2/23.



Exit interview conducted with facility representative, Danielle Cavanaugh. A license for 24 preschool children (age 2-5 years) in room F may be issued after a final file review.
