On 12/16/2024 at 9:55am, Licensing Program Analysts (LPAs), Selina Siao and Oscar Picazo conducted an announced change of ownership pre-licensing inspection. Upon arrival, LPAs met with applicant Lorena Andrade and Director Erika Gamez. Applicant is requesting to be licensed for 72 preschoolers (ages two to five years old) in classrooms 1, 2, 3 and 4. Hours of operation will be Monday to Friday from 7am to 6pm.

All indoor and outdoor activity space utilized for the children was inspected today. LPAs informed facility representatives that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Director stated that they will be in a higher cabinet located in the kitchen. A fully equipped first aid kit is located in the kitchen. There is an operational carbon monoxide detector on site located in all four classrooms. All required licensing documents were observed posted near the front entrance door in room #1. Children will be signed in and out outside next to room #3.

LPAs continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured to be 2224.7 square feet, which is only sufficient to accommodate 63 children. LPAs observed all indoor activity space to

be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via a portable jug of water dispenser in each classroom and at the playground. The portable jug of water gets refill from the Arrowhead 5 gallons water dispenser that is located in the kitchen. LPAs observed all hazardous items to be inaccessible to children. Licensee Lorena Andrade stated that there are no bodies of water or weapons on the property. Fire clearance was granted on 10/15/2024.

LPAs observed a total of 6 sinks and 5 toilets available for children’s use. These are sufficient to accommodate the requested capacity. There are two separate staff restrooms equipped with two toilets and two sinks. The isolation area for children who are ill will be the in the Director’s office and the two staff restrooms.



Facility will provide AM and PM snacks to the children. The kitchen area currently includes a refrigerator, microwave and a sink. The kitchen area and food storage areas were observed to be free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children by placing it up high in the cabinet.

The facility currently has a fully fenced playground area. The wood fencing is at least four feet high at the large preschool yard and the smaller front playground fence is less than four feet when measuring from the inside of the turf area therefore it needs to be extended to at least four feet high. The total square footage for all the outdoor activity space is 3682.78 square feet. Large preschool yard

measured to be 2118.91 square feet, which is only sufficient for 28 children at one time and the smaller yard measured to be 1563.87 square feet, which is only sufficient to accommodate up to 20 children at one time. A playground waiver to share the playground at different times in the AM and PM due to limited square footage shall be submitted and approved prior to licensure. Shade is provided via two large shade patio cover area at the large playground and the front smaller yard has a large sail shade. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the large preschool playground that are made by Little Tykes that appears to be age appropriate for preschool children ages 2 to 5 years old and the smaller preschool yard has another play structure that appears to be age appropriate for preschool children as well. There is adequate cushioning in fall zones of climber provided by turf. Drinking water is available via a portable jug of water at both playground area with small paper cups and the children’s own water bottles. LPAs observed all hazardous items on the playground to be inaccessible to children. Facility representatives was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).



Facility representatives were reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their

Facility representatives were informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

The following corrections are needed prior to the issuance of the license for 63 preschool children ages (2 to 5 years old) in rooms #1, #2, #3 and #4:

· Move one cubby from room #4 to room #1.
· Extend the front smaller playground fence to meet the four feet high requirements when measuring from the inside ground level as it’s currently 3 feet 4 inches high.
· Submit an outdoor playground waiver and be approved by the department.


Applicant Lorena Andrade understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.
