On October 21st, 2024, at approximately 12:00 PM, Licensing Program Analyst (LPA) Janet Gil conducted an unannounced case management incident visit to the SFUSD T Rodriguez (EES) Preschool Center. The purpose of the visit was to follow up with a self reported incident involving two enrolled children. LPA met with director, Francine DeMarco, and explained the purpose of the visit. This facility is a title 5 program. All staff at the facility have caregiver background checks through the San Francisco Unified School District.

Present during inspection included 22 enrolled children, and 8 staff (including one office clerk and director). Preschool program currently operates Monday through Friday 7:30 AM to 5:30 PM from Classroom #3 and #4. Facility is operating within its capacity and in accordance with the required ratio of staff to children.

Per director, the incident was reported by parent of child involved to facility staff on 9/26/2024. Director stated Facility has reported incident to CPS and notified all the families of children involved. All parents of children interviewed provided consent for their enrolled child to be questioned about incident. Per director, based on all children interviews and staff interviews, incident was found to be unsubstantiated. Parents involved are aware of findings, and all children involved are attending and still enrolled in facility. All children involved in incident, were present during today's inspection. Per director all staff were provided with a "Good Touch and Bad Touch" lesson for both preschool classrooms by School District's family support specialist and a mental health consultant from Homeless Children's Network.

No deficiencies were issued today during LPA's visit.

A copy of today’s report was given to the director, Francine DeMarco.

A Notice of Site Visit was given and must remain posted for 30 days.

Exit interview conducted and report was reviewed with the director, Francine DeMarco.
