25 | On October 3, 2024, at approximately 8.30am, Licensing Program Analyst (LPA) Tso made an unannounced required visit to the child care center listed above. The LPA was granted entry by the Site Supervisor, Xingming Li (Summer) (Director). The Director was informed of the reason for today's visit by the LPA. Present in the center included 6 staff members and 10 infants. All individuals listed on the facility’s roster have been granted permission to work or be present in a childcare center. The center is operating within its capacity and in accordance with the required ratio of staff to children.
The facility was located inside the Mercy housing property. The facility's operation hours were Monday to Friday from 7:30 AM to 5:30 PM. This facility was a combination center with Preschool and Infant program in a building. The Infant program was run in 2 classrooms that were called " Infant Room and Mobile Infant room - 18 months and up" by the main entrance. The classrooms were located at the end of the hallway, and behind the Preschool classroom. Each classroom had its own door to prevent children accessing to the off-limit area. The facility installed a gate at the main entrance to prevent children accessing to the off-limit areas.
LPA assessed the Center for Health and Safety Hazards with the Director. The facility maintains a record of sign-in/out for infants, and all parent signatures were accounted for and matched the number of infants present. The infants' classroom environment appeared clean and organized, with appropriate heating, lighting, and ventilation. The Center also provided age-appropriate toys, furnishings, changing tables, and equipment. LPA did not observe any pools, spas, or other bodies of water, nor did they notice any bouncers, exersaucers, or similar equipment at the facility. According to the Director, no firearms or weapons are present at the Center, and all cleaning materials and potentially hazardous objects are kept out of reach of children. Personnel restrooms are separate from the children, and all solid waste storage containers have tightly fitted lids. The Center also maintains a carbon monoxide detector in each classroom (tested, in working conditions), centralized smoke alarm, fully charged fire extinguisher, and First Aid kit. Designated cubbies are available for children to store their belongings. The diaper changing table has at least 1" thick padding, and has at least 3" elevated edges. The changing tables are within arm's reach of the sink, and disposable wipes are used to clean after each usage. There is sufficient sleeping equipment and cots and cribs for each child, and all mats and bedding are kept in the appropriate location. Per the Director, the meals for the children in care were delivered by the vendor. LPA also observed that the food (snacks) preparation site is clean, organized, and inaccessible to children.
