Licensing Program Analyst (LPA) Mok conducted an unannounced annual inspection today. LPA met with the Head Teacher, Zilu Zhu, and Curriculum Coordinator, Cynthia Elekwachi, and explained the purpose of the inspection to them. Per Zilu, Site Director, Teresa Ilarina was off today. Head Teacher, Zilu Zhu supervised the center durin her absence. There were 54 children with 10 staff plus Curriculum Coordinator present. The facility's operation hours were Monday to Friday from 7:30 AM to 5:30 PM. The preschool program was run in Room #1,2,3, & 5.and 2 outdoor play areas that were completely fenced. LPA inspected the facility for health and safety hazards. The facility installed a doorbell with camera at the locked main gate and requested parents or visitors to buzz for the entry. The facility was clean and in-order. Temperature and lighting were adequate. The facility made the toxins and harmful objects inaccessible to the children. The facility wrapped all the metal poles with the soft cushioning in the corridor to prevent injury. There were plenty of the age-appropriate toys, books, learning equipment, water and sand tables, small fish tanks with tide lid, and children's furniture that were in good condition and repair in each classroom. Right amount of cubbies with children's names available for the children to store their belongings by the doorway in each classroom. Room # 1 had its own adjacent children's bathroom with a toilet and sink plus an extra children's size sink in the classroom available. There were 2 children's bathrooms next to the main office with 4 toilet and 6 sinks. There was a counter with sink available for staff in each classroom. All lower sink cabinets and drawers were latched or free of harmful objects in each classroom. The facility covered all the electrical outlets, and barricaded the furnace in each classroom. Cots with children's name were used for napping and kept in each classroom. The facility provided the bedding and kept in a plastic container with children's names in each classroom. The facility washed the bedding for the children weekly. LPA inspected the sign in/out sheet in each classroom during the inspection. The facility had a food waste bin with tide lid in each classroom. The facility has conducted the disaster drill with the children monthly and logged in each classroom. The facility served the drinking water in the water pitcher with paper cups in each classroom First aid supplies were available and kept in the upper cabinet in each classroom. The facility has provided breakfast, lunch, and AM/PM snacks to the children. The facility prepared breakfast and snacks on site, but lunch was delivered to the site from the central kitchen daily. The outdoor playgrounds were completely fenced. The facility had one playground with play structure with soft cushioning underneath by the main center entrance, and another playground with nature setup such as garden beds, sand box, and garden area outside the classroom areas. There were plenty of age-appropriate outdoor toys, ride-on toys, and children's furniture that were in good condition and repair available for children outdoor. There were couple children on special medication. LPA inspected the medications and the storage during the inspection. LPA reviewed the children's and staff's files, and obtained a copy of the current children's roster and Personnel record during the inspection,. The facility posted all the required postings. Weekly lunch menu was posted in each classroom. All staff had current CPR/First Aid training and Mandated Child Abuse Mandated Reporter Training available for review during the inspection.
