On September 9, 2024., Licensing Program Analyst (LPA) Van met with the Program Director, Annabelle Tong, and Site Supervisor, Man Lei (Vivian), for an unannounced annual random inspection. The purpose of the inspection was explained to the Director. This is a preschool with a toddler component. The site supervisor and fourteen teachers supervised 54 preschool and 20 toddler children. The facility complies with the staff-children ratios today. Staff members present during the inspection have criminal record clearances verified with the CDSS Background Check system. Except for one teacher, whose status showed in progress. According to the Program Director, she is working with Guardian Background personnel to resolve the issue. The days and operations hours are Monday - Friday from 7:45 am to 5:30 pm.

LPA and the Site Supervisor inspected the physical plant for potential health and safety hazards. The facility has an electronic sign-in/out app called BrightWheel, and a unique PIN number is provided to parents. The facility is well-maintained, with proper temperature, ventilation, and safety equipment. Classrooms are equipped with age-appropriate toys and learning materials. Furniture is in good condition. Each child has their cubby labeled with their name. Emergency supplies and medications are securely stored. First aid supplies are fully stocked and accessible for children.

All cleaning solutions, poisons, and other dangerous chemicals are stored in an area inaccessible to children. Sleeping cots are appropriately stored. All children's toilets and handwashing sinks are in good working condition and have proper sanitation. There is a separate bathroom for staff usage on the premises. LPA observed no bodies of water on the premises.

An outdoor waiver has been approved by the Department for the facility to use the outdoor space that is shared with Licensed facility #384002765. However, facility #384002765 ceased operations on November 6, 2019, and now operates as a Heritage School, which is exempt from State licensure. LPA will review the outdoor waiver with management and make any necessary updates to ensure it reflects the current changes. The outdoor play area is regularly cleaned and kept free of debris. It is fully fenced, well-maintained, and in good condition. All outdoor play structures are in good shape and do not have any loose parts, and soft cushioning is placed underneath each play structure to prevent injuries from falls. Additionally, there is a separate area for toddlers, distinct from the preschool children.

All required postings, such as the License, Notification of Parent's Rights, Personal Rights, Car Seat Law, Emergency Disaster Plan, and Daily activities, were posted in the prominent area accessible to parents.

The Center provides breakfast, lunch, and afternoon snacks. The kitchen area is inaccessible to children. The kitchen areas are clean and free of toxins or contamination. All food is stored correctly to avoid contamination. The facility has water filtration readily available for children indoors and outdoors. All storage containers for solid waste within the Center have a proper tight-fitting cover.

During the inspection, random children's records and personnel records were reviewed. The records review showed that the facility has records of each child's authorized representative, including the names, immunization records, medical assessments, and admission agreements.

Staff records indicate that all staff or other individuals who require caregiver background checks have received criminal records and child abuse index clearances or exemptions. All staff members have a record of valid CPR and maintain proper immunization records. LPA reviewed the Director's and staff's educational qualifications, and all staff had the required ECE units.

The Director stated that the Center conducts fire and earthquake drills monthly; the last drills were conducted on September 5, 2024.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children's, personnel, and administrative records. The Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption or transfer their existing clearance or exemption prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

The Director was informed about Mandated Reporter training. In addition to AB1207 training required to complete every two years by the Licensee and all staff hired, a one-time General Training is also required. Training can be taken online at www.mandaterreporterca.com. Also, the Director was reminded of Pesticide training. Information on the DPR website at: www.cdpr.ca.gov/shoolipm/childcare

LPA encouraged the Director to visit the Licensing website at www.ccld.ca.gov for licensing regulations and new updates. The Director can also email at childcareadvocatesprogram@dss.ca.gov and ask for the updates to be added to the email list.

CCC COMPLETED TESTING AND NO LEAD EXCEEDANCES:

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.
