25 | On October 11, 2023 at 9:00 AM, Licensing Program Analyst (LPA) April Cowan conducted an unannounced Annual Inspection and met with Licensee, Silvia Roldan. LPA disclosed the purpose of the inspection and was granted entry into the facility by the Licensee. Present in the facility is Licensee and helper caring for 7 infants. Licensee is over capacity. This is an immediate risk to children in care, and a Type A citation is issued for this deficiency. Licensee lives in a 2 bedroom, home. Facility was inspected and Daycare areas are: living room, dining room, bedroom #1, bathroom, and backyard. The kitchen area was used as a pathway to the backyard only. Off-limit areas are Kitchen, bedroom #2, and a garage. The days and hours of operation are Monday – Friday, 8:00 AM to 5:30 PM.
At 9:17 AM, LPA observed the following: Day-care area is clean, orderly, and equipped with age appropriate toys and equipment for the children. Home has sufficient lighting and ventilation. Home has a working telephone, a working smoke and carbon monoxide detector, and a fully charged fire extinguisher. There are no bodies of water on the property. There are no poisons, detergents, or cleaning products accessible to day-care children. Licensee states there are no guns or weapons of any kind in the home. Licensee’s CPR expires in 10/2024. Licensee conducted last emergency drill on 7/5/23 and is properly logged. Licensee provides daily snacks and meals.
During inspection, LPA discussed facility files. Emergency Evacuations were discussed. LPA discussed maintaining capacity in great detail.
At 10:05 AM, LPA reviewed facility files. At 10:15 AM, LPA observed that sleep logs were not maintained for infants and children under the age of 12 months did not have Sleep Plans on file. The above are potential risks to children in care and Type B citations are issued for these deficiencies. Licensee has all required postings posted for parents to review.
*Licensee was reminded about having all Staff and Volunteers provide proof of immunization against influenza, pertussis, and measles or qualifies for an exemption.
*Licensee was reminded about the Provider Information Notices (PINs) on CCLD website.
*Licensee was reminded about Mandated Reporter Training available on CCLD website (www.ccld.ca.gov or www.mandatedreporterca.com)
*Licensee was given information regarding ‘Safe Sleep’ practices.
