25 | Licensing Program Analyst (LPA) Mok conducted an unannounced annual inspection today. LPA met with the licensee, DanTong Chen (Dorothy) and the licensee's mother who had fingerprint clearance and worked as a helper for her daycare. LPA explained the purpose of the inspection to them. There were 5 children that included 3 infants with a helper present. The children were eating upon LPA's arrival. Per licensee, the facility's operation hours were Monday to Friday from 8 AM to 5:30 PM. All adult residents had fingerprint clearance. The licensee owned the 2 stories level single-family house. The licensee lived in the house with her husband, her 2 sons (minor), & her mother-in-law. The house had 3 bedrooms, 2 bathrooms, living room, dining room, and kitchen on the upper level; 4 bedrooms, 2 bathrooms, entertainment room, garage, and backyard on the lower level. The daycare areas were the living room, dining room, bathroom #2 (it is next to the mother-in-law's bedroom -#3), and the front portion of the backyard. The off-limit areas were all bedrooms, bathroom#1(it s next to the kitchen), in-law, garage, and back portion of the backyard. Per licensee, she modified the in-law and planned to move the daycare from upper level to the ground level whenever CCL approves it. The licensee submitted the application to apply for a large daycare license with an in-law on the ground level on 8/8/2023. LPA toured and inspected the facility for health and safety hazards. The facility was clean and in order. The temperature and lighting were adequate. The licensee made the toxin and harmful objects inaccessible to the children. Gates were installed between the living room and dining room, and kitchen entrance to prevent children access to the off-limit area. Childproof knobs were installed to the bedroom doors to prevent children's access to the off-limit. All sharp corners were covered. All electrical outlets were covered. Window locks were installed to the windows in the living room, they limit the windows to be opened up to 4 inches. The fireplace was latched and blocked by a big toy. Soft cushioning was installed to the floor to prevent injury in the living room. Diaper changing table was available by the main entrance. There were plenty of the age-appropriate toys, books, learning material, and children's furniture that were in good condition and repair. There were a fully charged 2A10BC fire extinguisher, working 2 in 1 carbon monoxide and smoke detector, working cellular phone, and first aid supplies available in the daycare area. The licensee had gun and stored in the gun safe properly. The licensee did not have any weapon and pets in the house. Cubbies were available for the children to store their belongings. Cribs and mats were used for napping. The children's bathroom was clean and free of harmful objects exposing to the children. The lower bathroom sink cabinet and drawers were latched. The play yard was completely fenced. There were some of the outdoor toys, play house, and ride on toys. The licensee installed the soft cushioning The licensee provided breakfast, AM/PM snacks, lunch and dinner. Per licensee, there was no children on special medication. LPA reviewed the children and staff files, and obtained a copy of the current children's roster during the inspection. LPA also reviewed the 15 minutes nap check log during the inspection. The licensee and her helpers had current Child Abuse Mandated Reporter Trainng (AB1207), The licensee and her mother had current CPR/First Aid training, it will expire on 8/26/2025 and 12/2024. All the required postings were posted. The licensee has conducted the disaster drill quarterly and logged.
