On July 10, 2023 at 10:20 AM, Licensing Program Analyst (LPA) April Cowan conducted an unannounced Case Management Inspection for capacity change. LPA met with licensee, Miao Yin Zhou. The purpose of the inspection was explained, and LPA is allowed entry by licensee. This inspection is due to the receipt of a Capacity Change Application received in the Regional Office. The facility is going from a small license to a large license allowing a maximum of 14 children. Present in the home is licensee and helper caring for 4 children 4 infant. Licensee lives in a one bedroom apartment. Days and hours of operation are Monday to Friday 8:00 AM to 5:30 PM.

With licensee, LPA inspected the home for health and safety. LPA observed the following: Day-care area is clean and equipped with age-appropriate toys and equipment for the children. Home has sufficient lighting and ventilation. Home has a working telephone, a working smoke and carbon monoxide detector, and a fully charged fire extinguisher. There are no bodies of water on the property. There are no poisons, detergents, or cleaning products accessible to day-care children. Licensee states there are no guns or weapons of any kind in the home. Licensee’s CPR expires in 11/2023, and licensee has current Mandated Reporter training certificate expiring on 12/2023. Licensee provides daily snacks and meals. Discipline policy is talking to the children.

LPA discussed capacity requirements with licensee. Licensee understands that care cannot be provided for more than the capacity as stated on the license.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the LICENSEE, Miao Yin Zhou confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

LPA recommends licensure for a large license this day.

A notice of site visit was given and must remain posted for 30 days.
