Licensing Program Analyst (LPA) Haydee Caliboso met with applicants Helena Geng (Manager) & Padma Alamuru (Director) today for a pre-licensing inspection. The applicants have requested 24 preschool children, ages 2 to entry to first grade. The facility building that will be used for the program is on a commercial building and plans to operate Monday - Friday; 8:30AM to 5:30PM. The designated Director for the facility will be Padma Alamuru. The facility was inspected today, indoor and outdoor, for health and safety hazards, and was measured to calculate capacity.

Indoor: The Preschool classroom was calculated for 865.89 sq. ft, allowing for a capacity of 24 preschool children. The classroom and furniture equipment are clean and in good condition. Children’s toys and supplies are orderly, in good condition, and age appropriate. There is storage space for children's personal belongings, and cots to be utilized for napping children. The parents will provide sheets and blankets for the children. Bedding is to be washed twice per week or as needed. The classroom is equipped with a fire extinguisher and both smoke and carbon monoxide detectors. The facility is adequately ventilated and free of insects and bugs. The classroom has a built-in counter-top area, sinks available for staff and children to use. The facility has a first aid kit in and a designated backpack with emergency supplies.

Refrigerated medications will be stored separately from food. Medication will be administered with parental consent and will be kept in the child’s file for record. All medication will be logged when administered to children. The facility has a designated kitchen area where food is prepared, a working refrigerator, and a working dishwasher where utensils are to be cleaned. The program will provide morning and afternoon snacks, and lunch daily. Additionally, the program will provide pitcher of water for indoor and outdoor use.

The preschool classroom has 2 toilets and 2 sinks available for children to use. The restroom is clean and does not have any health or safety hazards. All cleaning supplies and hazardous items are stored in a locked cabinet made inaccessible to children. There is one restroom available for staff to use. The isolation area for ill children is located by the kitchen area. Staff bathroom will be used only for ill children, if needed, until parents arrive for pick-up. LPA reminded that supervision is required while children are waiting for parents to arrive for pick-up. Children in the program will be signed in and out daily by parents using an electronic signature. The facility will conduct and log fire drills once every six months, and the log will be available upon request. All cleaning supplies and hazardous items are stored in a locked cabinet made inaccessible to children.

Outdoor: The facility has no outdoor play area. The program has submitted and obtained an open space playground waiver to San Francisco Park and Recreation Department to use the children’s playground at Sergeant John Macaulay Park located on the corner of O’Farrell St. and Larkin St. which is 0.3 miles away from the facility. The program has obtained an approval of a permit from SF Park and Recreation Department for playground usage until 12/30/22. The program will ensure permit for park usage is current and up to date. Children will walk to the park using a walking rope. LPA reminded the Director to ensure ratio and supervision are observed at all times. The park is shaded by trees. Director was reminded and instructed to use only one side of the playground that is age-appropriate for children in the program. Please see photo of the playground structure kept in file. The program will provide field trip permission signed by all parents as part of enrollment agreement. Director will provide policy and procedure to ensure staff are stationed while at the park for best practices of supervision. Additionally, the program will provide water for outdoor time and portable potty for children to use while at the park. The park was inspected for health and safety hazards.

Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with applicants and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. LPA provided the applicant the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Exit interview conducted and report was reviewed with Helena Geng & Padma Alamuru. An electronic copy of this 3-page report was emailed to Helena Geng. Applicant was asked to review the report and return a signed copy of the report to LPA Haydee Caliboso.

The following corrections need to be made and submitted for further review before a recommendation for licensure with a capacity of 24 children can be made:

· Obtain approval from SF Fire Department.
· Trash cans with tight fitting lids.
· Photo of posting requirements are posted.
· Policy and procedure to ensure children’s safety when walking to and from the park.
· Policy and procedure to ensure children are supervised while at the park.
