On 11/12/2024, at approximately 1:15 p.m., Licensing Program Analyst (LPA) Zeynep Basak conducted an unannounced annual inspection, met with the director, Myisia Brooks, and explained the purpose of the visit. The facility operates from Monday to Friday, 8:30 a.m. to 5:30 p.m.
Upon entry, LPA observed 4 staff members, including the director 17 preschool children were present during the inspection. The facility operates within its capacity and complies with the staff/child ratio today. LPA verified the fingerprint clearance of the staff members on the Guardian during the visit.

LPA inspected 1 preschool room, food preparation area, and children's bathroom with the director. LPA observed that the facility has smoke and carbon monoxide detectors in the classroom and the kitchen. LPA observed a fully charged fire extinguisher model 2A10BC located next to the entrance.

LPA observed the facility has a fully stocked first aid kit and a functioning telephone. Per the director, there is no child who has an allergy in the center and the facility does not provide medical services. Myisia stated their isolation area is the corner of the classroom or the area by the bathroom.

LPA observed the facility has cabbies, age-appropriate furniture, toys, and educational materials in each classroom. The facility floor and rugs are in good condition and free of any hazards.

LPA observed the facility has enough sleeping cots/mats. Per the director, individual blankets and sheets were brought from home and every week sent home to be washed.

LPA observed all cleaning solutions and other chemicals dangerous to the children are properly stored and made inaccessible to the children.

LPA observed 2 toilets in the children's bathroom, and 2 sinks by the bathroom. All toilets and sinks were clean, sanitary, and in working condition and the water temperature was proper.

According to the director, the facility provides lunch, and morning and afternoon snacks besides drinking water. LPA observed the food preparation area and found it to be clean and free of contamination.

The facility does not have an outdoor play area and per the director, they sometimes take children to the nearest park.

Per the director, the facility is using 1 Core app for the sign-in/out and LPA observed all authorized representatives have signed for today.

LPA observed the facility has a license, and all other required documents are posted and visible to the public. The facility has an emergency drill log, and the last drill was conducted on October 25, 2024.

The LPA reviewed the facility records, 6 children's files, and 3 staff files. LPA found all required documents in the children's file including immunization records, LIC 700, and Personal-Parents Rights. LPA also observed all necessary documents available in the staff file including CPR and Mandated Reporter Training.



The Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption or transfer their existing clearance or exemption prior to initial presence in a Child Care Center.
A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
The facility was informed that as of September 1, 2016, a person may not be employed or volunteer at a childcare facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662.

The director is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com. LPA observed the completion certificates on file.

Incidental Medical Services (IMS) policy was discussed. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
