On 6/20/2024 Licensing Program Analyst (LPA's) Basak and Garcia met with a facility director, Dr.LaRhonda Martin for this required annual visit today. The purpose of the visit was explained.
There were 35 infant toddlers and 14 staff present during the visit. The facility has a toddler component aged between 18-36 months. The facility operates its program Monday-Friday 8:00 a.m. to 5:15 p.m. The facility meets the teacher-child ratio.

LPA's verified the staff members' criminal records during the inspection with the CDSS Guardian Background Check site.

LPAs and the director thoroughly examined the physical plant to identify potential health and safety hazards. The center has an electronic sign-in and out app called Transparent Classroom. Each parent is provided a unique pin when signing in/out. Upon review, the record showed that all parents' signatures matched and accounted for the number of children present. The facility was observed in good shape, and the temperature and ventilation levels appear appropriately maintained. Each classroom is furnished with age-appropriate toys and materials, and they are in good condition. The furniture looks sturdy and well-maintained.
During LPA's visit, it was observed that each infant had an individual and labeled bottle for milk and formula.

LPAs observed the classrooms and areas used for the program for health and safety hazards. LPA observed changing tables has rolling paper for individual use and there are sinks for toddlers to wash their hands. All toilets and hand washing areas are sanitary and in good condition. Separate staff bathrooms are available. No pools, spas, hot tubs, fishponds, or similar bodies of water are present.
LPA's observed disinfectants, cleaning solutions, poisons, and other items that are dangerous to children are inaccessible. A variety of age appropriate toys and materials for children are available in the classrooms. Medications are stored in a locked box and placed in inaccessible locations for children.

LPAs verified with the director that the children bring their meals, snacks, and water bottles from home. The facility provides drinking water for refills.LPAs observed the facility has a first aid kit available in each classroom.
LPAs observed they have a designated area for sick children while waiting for a parent/legal guardian to pick them up. LPA's observed there are designated infant outdoor play areas and place are free of hazards.

The facility has a carbon monoxide detector and smoke alarm in each classroom. LPA's observed facility has multiple fire extinguishers in size 2A in several places.
The facility's director stated they conduct fire drill often and the last drill was conducted in June 17, 2024.

LPAs observed the sleeping area and all cribs were free from any item inside or hanging over. All sheets were tight fitted. The facility staff have a sleep log for infants to check every 15 minutes.

During the inspection, LPA reviewed records of children and personnel. The records for each child were complete in the file, including emergency cards and immunization records. Each child's file also contains the medical assessment and admission agreement. LPA reviewed the qualifications of the staff members and confirmed that everyone had completed the required ECE units, mandated reporter training, and valid Pediatric First Aid CPR.

LPAs verified that the facility has completed lead testing on 8/12/2022 and has no exceedance.

Incidental Medical Services (IMS) policy was discussed. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA reminded Licensee to not have loose articles in playpens while child is sleeping. LPA discussed sleeping logs, infant safe sleep plan and other safe sleep regulations.

The Director was informed about Mandated Reporter training AB 1207. The Mandated Reporter AB 1207 training must be completed every two years by the Licensee and for all staff hired. Training can be taken online at www.mandaterreporterca.com. Also, the Director was reminded of Pesticide training. Information on the DPR website at: www.cdpr.ca.gov/shoolipm/childcare
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5 years after the date of the first test.

For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). To improve the quality and value of the new inspection process, a survey may be sent to the email address provided. Please complete the survey and share your inspection experience.
