On March 7, 2023 at approximately 8:30am, Licensing Program Analyst (LPA) Catrina Quimbo conducted a follow up pre-licensing inspection. LPA met with applicant, Kristina Gonzalez, and explained the purpose of the visit.

LPA conducted an initial pre-licensing inspection January 18, 2023. The applicant is requesting for a combination center of a preschool application with a toddler option component. The applicant is requesting a preschool capacity of 30 children (2.5 years to entry into first grade) and a toddler option capacity of 15 children (18 months to 36 months). Hours of operation will be 8:30am to 5:00pm. The facility director will be Kimberly Quinonez.

Based on LPA's visit conducted on 1/18/2023, following had to be completed:
-Completion of construction in facility.
-Fire clearance.
-Approval of city permit to use local park.
-Follow up pre-licensing inspection conducted by LPA.

During LPA's visit conducted on 1/18/2023, the preschool classroom measured for 1,221.32 sq. ft. allowing for a capacity of 34 children. The toddler option classroom measured for 659.15 sq. ft allowing for a capacity of 18 children. The total square footage equals 1,880.47 sq. ft. allowing for a capacity of 53 children. Applicant was reminded toddler option component cannot exceed 12 children. Applicant was also reminded preschool children and toddler option children must be kept physically separate.

During LPA's visit conducted on this date, no measurements were taken. The facility is a multi-level facility that includes a lobby/multi-purpose area, director's office, preschool classroom, toddler option classroom, and staff break room. There is a second floor in facility that is off limits to children and will be utilized for staff purposes only. Stair case is facility is appropriately barricaded with a child safety gate.

LPA inspected day care areas, for corrections needed. LPA observed both preschool and toddler option classrooms to be equipped with toys and materials that were observed to be new. Electrical outlets in classrooms were observed to be made inaccessible with child safety covers. Storage for children's belongings is located inside each classroom.

Children's bathroom was observed to be in proper working condition. There are 3 children's sinks and 3 children's toilets in restroom. The total allowable capacity for sinks and toilets is 45 children. Sinks accessible to children do not provide water that is warmer than 120 degrees Fahrenheit. Bathrooms are equipped with appropriate toileting equipment and sanitation products.

Applicant plans to utilize an electronic signatures for families to sign children into and out of facility. Isolation area for sick children will be located in lobby/multi-purpose area. Applicant is aware children must always be supervised. Applicant plans to provide morning and afternoon snack only. Children's families are to provide their own lunch. Applicant plans to utilize mats for napping children. Children's families are to provide sheets and blankets that will be sent home weekly for laundering, or as needed.

Construction at facility has been completed. Per applicant, facility is pending plumbing and final building inspection. Entire facility is equipped with fire alarm system that includes a dual carbon monoxide/smoke detector. Classrooms are also equipped with multiple fire extinguishers and multiple first aid kits that were observed to be new.

Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care

LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform. Based on toilet to sink ratio, the maximum capacity facility can be licensed for is 45 children.

Prior to recommended licensure for capacity of 45 children, following must be completed:
-Fire clearance.
-Approval of city permit to use local park.
