On 09/05/24, Licensing Program Analyst (LPA) Elvira Sierra met with Licensee, Noreen Schmidt-Rios for the purpose of an unannounced annual inspection. Facility hours of operation are M-F from 04:30 a.m. to 06:00 p.m. Entrance Checklist for Family Child Care Homes was provided. Present in the facility was Licensee and Licensee's assistant (son) caring for four children. An updated LIC 279 was obtained on today's inspection. Licensee's mother moved into the home. A review of the Facility Personnel Summary shows that all adults living and working in the home have criminal record clearances on file with Licensing Office. Capacity specified on the license was met on today’s inspection.

A health and safety inspection was conducted in all areas accessible to children. Off limits areas are: All bedrooms, backyard, two storage sheds in the backyard and garage. LPA observed required documents to be posted. Facility maintains a working phone, 2A10BC fire extinguisher, and functioning smoke/carbon monoxide detectors. Cleaning and hazardous items are stores inaccessible to children. Age-appropriate toys and reading material were observed. Licensee stated there are no weapons in the home and no bodies of water were observed. Licensee was reminded to notify LPA of any changes on facility hours of operation, changes to the off limits’ areas or vice versa and any new construction to the home.EMSA CPR and First Aid certification expires on 02/11/25, and Licensee's assistant (son) expires on 05/14/2025. Mandated Reporter Training for Licensee expires on 05/13/24 and assistant expires on 05/22/2025. LPA observed a current roster and last fire drill was conducted on 06/10/24 and was properly documented. Facility provide meals and is enrolled with Child Care Food Program (CACFP).


Four children's files were reviewed and one staff file. LPA explained to Licensee that absences shall not exceed 20 percent of the hours that the facility is providing care per day. Licensee must notify the department anytime facility is closing for vacation or any other leave that the Licensee requires to be absence more than 20 percent per day.

Licensee acknowledge that a Plan for Providing IMS must be submitted to the Department if provided. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, Licensee, Noreen Schmidt-Rios confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

Deficiencies are cited on subsequent page 809D.A notice of site visit was posted and must remain posted for 30 days. Exit interview conducted and report was reviewed with Licensee, Noreen Schmidt-Rios.
