On 08/06/2024 Licensing Program Analysts (LPAs) Janie Davis and Lauren Scott met with facility representative Felipa Romero for the purpose of an unannounced annual inspection. Facility Represenatative guided LPAs on a tour of the facility. LPAs observed four staff supervising ten children. Facility days and hours of operation are Monday through Friday from 6:00 AM to 4:00 PM. LPAs verified that annual fees are current.

All individuals subject to a criminal record review have obtained a criminal record clearance. Representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of five days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

A health and safety inspection of the facility’s interior and exterior was conducted. LPAs reviewed the sign-in/out sheets and observed that children were properly signed in/out. LPAs observed the required postings. LPAs reviewed staffing ratios, first aid supplies, furniture, equipment, fire drills, and access to drinking water. LPAs reviewed storage of refrigerated bottles which were properly dated and labeled with children’s names. LPAs observed a changing table within arm’s reach of the sink. LPAs verified that hazardous items (disinfectants, cleaning solutions, etc.) were inaccessible to children in care. LPAs observed both smoke and carbon monoxide detectors were functional. LPAs observed adequate age-appropriate toys and equipment available for children.

LPAs referred representative to the Department website for lead: Lead Toxicity Prevention and Water Testing Information.

LPAs reviewed children’s files and verified each child’s file contained required documents, including a needs and services plan and emergency information. LPAs reviewed staff’s files and observed required documents, including health screening reports with TB clearance and required immunizations. LPAs verified at least one staff member present has current pediatric CPR and first aid certification which expires on 07/2026. LPAs verified staff have current Mandated Reporter Training certificates.

LPAs discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPAs also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPAs observed 15-minute napping logs for infants under 24 months and a copy of the Individual Sleeping Plan (LIC 9227) for infants under 12 months during the inspection.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Director was informed of the MyChildCarePlan.org website, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

There were no deficiencies cited at this time. An exit interview was conducted and report was reviewed with the facility representative Felipa Romero. A notice of site visit was given to facility represenative, and must remain posted on, or immediately adjacent to the entrance of the facility.
