On June 11th, 2024, at 9:30 AM, Licensing Program Analyst (LPA), David Nguyen met with Facility Representative, Rocio Beltran for the purpose of an unannounced annual inspection. The purpose of the unannounced annual inspection was explained. LPA was granted entrance by Facility Representative. Facility days and hours of operation are Monday through Friday from 6:30 AM to 4:30 PM. There were nine (9) children—three (3) infants and six (6) toddlers—present during today's inspection. LPA reviewed annual license fees with facility representative and verified that annual fees are current.

LPA reviewed care and supervision of children, staffing ratios, and first aid supplies, furniture, equipment, fire drills and drinking water. LPA observed a changing table within arm's reach of the sink. Infant changing tables have padded surface no less than one inch thick, covered with disposable paper, and have raised sides at least three inches high. There are adequate toys and equipment available for children. The infant indoor and outdoor activity space is physically separate from the space used by other daycare children. LPA observed sippy cups with children’s names. Children in care were served with whole milk. LPA observed all required forms to be posted. LPA reviewed the sign in/out book and observed that the children are properly signed in.

LPA reviewed children’s and staff files. All staff present during today's inspection have a fingerprint clearance. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA discussed the requirement to check and log infant napping every 15 minutes, for infants under 24 months. LPA provided Licensee a copy of LIC 9227—Individual Infant Sleeping Plan. LPA discussed the requirement to complete the LIC 9227--Individual Infant Sleeping Plan for infants under twelve (12) months of age. LPA observed 15-minute infant napping logs for infants 24 months and under, per safe sleep regulations. There were mats available all infants.

LPA observed health screening reports with TB test and required MMR and TDAP vaccines for all staff members. One staff member present today has current Pediatric CPR and First Aid. LPA observed AB1207 mandated reporter training for six (6) staff members. The Facility Representative was reminded to renew the course every 2 years through www.mandatedreporterca.com website.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

LPA discussed the Year-Round/Daily Reminder of Water Safety Requirements and Measures with licensee. LPA provided licensee the PIN 23-17-CCLD, the Year-Round and Daily Reminder of Water Safety Requirements and Measures. LPA stressed the importance of checking the premises for bodies of water daily prior to children's arrival to improve children's safety.
