On 11/1/24, at 10:00 AM, Licensing Program Analyst (LPA) Elvin Baddley conducted an unannounced inspection of the aforementioned Child Care Center (CCC) to deliver a finding with respect to the allegation noted above. LPA met with Karen Easton, Site Supervisor of the CCC and explained the nature/purpose of the inspection. LPA, in the company of the Site Supervisor toured the interior and exterior of the CCC. LPA notes 13 children are in care, along with 3 teachers providing care and supervision.

The investigation included interviewing a sampling of facility staff members, the Complainant, as well as a sampling of parents of children in care. LPA also interviewed a sampling of children in care. Pertinent documents were also reviewed by the LPA. As noted, the complaint alleges CCC staff members handled day care child in a rough manner.

Interviews with staff members, children in care and the parents of children in care did not corroborate this allegation. The investigation revealed facility staff members do redirect children (CONT. 9099, Page 2)

verbally and through guiding touches. Neither redirection arises to the level of a staff member handling children in care in a rough manner or unprofessional manner.

Although the allegation may have occurred, there is not a preponderance of evidence to prove that the alleged violation did or did not occur, therefore, the allegation listed above is deemed UNSUBSTANTIATED.

An exit interview was conducted with Facility Representative Karen Easton. Facility Representative was provided with Appeal Rights (LIC 9058) and a Notice of Site Visit (LIC 9213). Notice of Site Visit must be posted for 30 days or a civil penalty of $100 may apply.
