On 1/22/25 at 11:30 AM, Licensing Program Analyst (LPA) Shane Loftus conducted an unannounced Annual/Random Inspection of the Child Care Center (CCC). LPA met with Ruby Alcantar, Center Supervisor, of the CCC and explained the purpose of the Inspection. LPA in the company of the Supervisor toured the interior and exterior of the CCC. The CCC operates from 7:30 AM to 3:00 PM, Monday - Friday. The CCC is an Infant program with a toddler option. LPA observed 9 children on site along with 5 teachers (cleared and associated) providing care and supervision.

The CCC is clean, organized, and provides ventilation for children in care. LPA observed age-appropriate toys and furnishings throughout the CCC. The CCC has two cribs on site. Center Supervisor notes additional cribs are available for children should more be needed. Napping cots are on site and available for the children with increased levels of mobility. LPA observed multiple carbon monoxide detectors on site. A detector was tested at 11:45 AM and found to be operational. The CCC's bathroom is in safe and sanitary operating condition. Additionally, changing tables are available with a sink within arm's reach. LPA observed menus posted in the classrooms along with required licensing notices and documents. The CCC has an operable refrigerator. The refrigerator stores children's foods which are labeled and dated. The CCC provides snacks and lunches for older children capable of eating. The CCC provides the children in care bottled water.
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

Sign In/Out forms are maintained for each child. The forms contain the children's arrival and departure times as well as the signatures of the children's authorized representatives. Sharps, disinfectants, and cleaning solutions are secure in the kitchen area which is inaccessible to children in care. The CCC currently provides Incidental Medical Services (IMS) for one child. That medication is secured in a fanny pack with the necessary documentation. There are no other medications stored on site.

The CCC has an outdoor play area for both infants and toddlers. The area is partitioned by chain linked fencing to create space for each group. LPA observed age-appropriate toys/play equipment in the play area. The toys/play equipment are free of sharp, loose or pointed objects. Center Supervisor is reminded to replace toys/play equipment which begins to degrade or is not in good repair. There is ample shade provided in the outdoor play area created by coverings. Play structures also have ample material at the base for cushioning. Three locked sheds are in the outdoor play area. The sheds contain center supplies and equipment. No bodies of water were observed on site.

Children's records were reviewed and found to be complete. LPA observed sleep plans as well as sleep logs completed in 15-minute intervals. Children in care have needs and service plans as well as immunization records and emergency contact information. Staff records were reviewed and found to be current including Pediatric CPR/ First Aid and Mandated Reporter certifications. Center Supervisor informed LPA no firearms or ammunition are stored on site.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Facility Representative was reminded that all adults 18 years of age working in the CCC including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Cont. on 809-C

LPA discussed the safe sleep regulations with Facility Representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an or additional resource. LPA also informed Facility Representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Facility Representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
