On 9/15/21, Licensing Program Analyst (LPA) Francisca Velazquez conducted an unannounced Required Inspection of the facility. Prior to entering the facility, LPA conducted pre-screening COVID-19 questionnaire and based on Licensee’s responses it was determined that the facility is safe and free from any COVID-19 exposures. LPA meet with Celia Aguirre, Licensee of the facility and explained the purpose of the inspection. LPA in the company of the Licensee, toured the interior and exterior of the home. This is a three (3) bedroom, two (2) bathroom home. Licensee stated that living room, daycare room, dining area, bathroom and backyard are accessible to the children in care. Licensee stated that occasionally the front yard is also used but the main outdoor area is the backyard. All the bedrooms, one bathroom, and living room are made inaccessible by a small gate. Part of the back yard are inaccessible to children in care by a wood fence. During the time of the inspection, Licensee and assistant Mary Aguirre were caring for four (4) children.

LPA observed required forms posted on the living room of the facility. LPA observed both smoke and carbon monoxide detectors in the day care room. Detectors were tested by Licensee at 9:36 AM and were both functional. The home has a regulation fire extinguisher which was serviced on 12/23/2020. LPA reminded Licensee that fire extinguisher needs to be either service or purchase annually. The home maintains working telephone services.

LPA observed all cleaning supplies and toxins are stored in two high cabinets by the hallway of the facility. LPA observed that both cabinets are high and are locked with a safety latch. LPA observed more cleaning supplies are also located in the kitchen by the sink. LPA observed that Licensee stores sharps on a high cabinet in the kitchen. The kitchen is made inaccessible to children by two small gates. The facility is orderly, clean and has ventilation for child care services. The restroom used for children was found to be clean and orderly and has plenty of hand soap, paper towels and hand washing posters for children. Medication in the facility is stored in Licensee’s bedroom and are inaccessible to children. Toys and equipment observed in the facility are age appropriate. CONT 809-C

Licensee stated that children have access to the backyard. LPA observed that back yard is completely fenced. Licensee stated that when children are outdoors, children are always supervised by an adult. LPA observed that part of the yard is fenced off and is inaccessible to children in care by a wood gate. LPA observed three (3) sheds in the back yard that are inaccessible to children in care. No bodies of water were observed on site. Licensee stated there are no guns and ammunition in the facility.

A sampling of the children's record was reviewed and found to have current and up to date with emergency information cards and personal rights. Licensee’s records were reviewed and found to be current and up to date. Licensee and Assistant CPR/First Aid certifications expires 7/24/2023. Licensee’s AB1207 certificate expires 8/26/2022. LPA reminded Licensee that AB1207 must be updated every two years. Licensee stated that Assistant is in the process of completing her certificate. Licensee and Assistant are both current with all immunization.



The Licensee is not providing Incidental Medical Services (IMS). Policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed COVID 19 guidance and best practices with the Licensee. When LPA arrived for inspection, Licensee was outside and had a face mask covering nose and mouth. LPA observed children wash their hands and put on their face masks once they entered the facility. Licensee was reminded that it is Licensee's responsibility to know the regulations for Family Child Care Home which can be accessed on-line at www.ccld.ca.gov. LPA and Licensee discussed safe sleep regulations. Licensee shared that at the moment she does have any infant age children enrolled for services, but she is in the process of enrolled her grandchild. LPA provided a copy of new Safe Sleep Regulations and LIC 9227 Individual Infant Sleep Plan in Spanish and reviewed with Licensee.

In areas evaluated, there were no deficiencies cited during today's visit. Today’s inspection and review of report was conducted in Spanish.

LPA provided Licensee with Notice of Site visit (LIC 9213) which was posted by the Licensee.
