On 12/18/24, at 8:55 AM, Licensing Program Analyst (LPA) Shane Loftus conducted an unannounced Annual/Random Inspection of the Child Care Center (CCC). LPA met with Mayra Botello, Site Supervisor of the CCC, and explained the purpose and nature of the inspection. LPA, in the company of the Site Supervisor, toured the interior and exterior of the CCC. The CCC is located in a portable classroom on the grounds of Oceano Elementary School. The CCC operates from 8:00 AM to 12:00 PM, Monday through Friday. LPA observed 9 children during the inspection along with three teachers providing care and supervision.

The classroom of the CCC is clean and orderly. The classroom has age-appropriate equipment and furnishings available to children in care. There are two bathrooms inside the classroom used by the children that are in clean and sanitary operating condition. LPA observed an operable refrigerator in the classroom which contained foods and beverages consumed by children in care. The CCC provides a morning snack for the children. Children have access to water inside the CCC and outside in the play area. Children also bring individual water bottles to the CCC.

CCCs constructed before 1/1/20, to test their water (used for drinking and food preparation) for lead contamination before 1/1/23, and then every 5 years after the date of the first test. For CCC licenses issued after 7/1/22, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

Disinfectants and cleaning solutions are stored and secured beneath the kitchen sink. Medications are stored in a locked box in an elevated, secured cabinet. Sharps are stored in the same cabinet and are inaccessible to children in care. LPA observed CCC Sign In/Out forms near the entry of the classroom. LPA notes Sign In/Out forms contain the children’s arrivals and departures as well as the signature of the authorized representatives. Continued on 809-C

Required licensing documents are posted prominently inside the classroom near the entry door. The CCC has a carbon monoxide detector which was tested and found operable at 9:15 AM. The CCC's outdoor playground area is enclosed by chain linked fencing. The footing in the playground has various surfaces. The fence’s entry/exit gates are secured. LPA observed age-appropriate toys/play equipment in the play areas. LPA observed a secured shed in the outdoor playground area which contained school supplies and equipment. The toys/play equipment are free of sharp, loose or pointed objects. The play structures in the playground area have adequate cushioning materials in the form of wood chips to absorb falls. No bodies of water are observed on site.


A sampling of staff and children's records were reviewed. The children’s records were complete and found to contain emergency contact information and immunization records, among other required licensing documentation and forms. Staff records were reviewed and found to be complete, containing First Aid/CPR certifications (EMSA approved) and Mandated Reporter Training certification. LPA notes the last disaster drill at the facility occurred on 12/16/24. Site Supervisor informed LPA no firearms or ammunition are stored on site.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Facility representative was reminded that all adults 18 and over, including employees and volunteers,
as specified in HSC section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
