On January 8, 2025, at 10:30 AM, Licensing Program Analysts (LPAs) Gigi Reyes and Fernando Hernandez conducted an unannounced Annual/Random Inspection at the above Child Care Center (CCC) LPAs met with Site Supervisor Fatmeh Elmasri and 2 Associate Teachers, Ms. Nancy Torres and Ms Patty Mongolo. LPAs explained the purpose of the inspection. CCC operates from 8:30 AM to 11:30 AM and provides care to children age 3 to 5 years old.

During the inspection, LPAs observed 14 day care children engaged in various activities in the outdoor play yard. Classroom was observed to be clean and in order. It was observed that licensing required forms are posted in the wall. January Snack Menu was also posted. LPAs observed various activities, along with age appropriate toys, equipment and manipulative in the classroom. The CCC ensures that children have easy access to drinking water, staff uses Brita pitcher to refill children's personal water bottle.

CCC conducts and documents fire and disaster drill 2 times in a month, alternating Fire and Earthquake drills. Last drills were conducted on 12/6/2024 and 12/10/2024 . Nobodies of water was observed, Site supervisor confirmed that there are no guns or ammunition in the CCC.

LPAs reviewed individual sign-in/out sheet and found that the records were consistent with the no. of children present. Children's records ere reviewed and found complete. LPAs also reviewed the staff records, Site Supervisor has valid Child Development Program Director Permit which expires on 10/1/2027 and Associate Teachers have Child Development Program Teachers Permit. The Pediatric First Aid/CPR certificates expires on 8/2025. Mandated reporter training certificate expires on 8/8/2026.

The CCC does not provide Incidental Medical Services (IMS). Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. Site Supervisor was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance with the Written Directives outlined in PIN 21-21.1-CCP.

During today's inspection, no deficiency was cited. Notice of Site Visit was issued and must be posted for 30 days.
