On November 07, 2024 at 10:07 AM, Licensing Program Analyst (LPA) Joaquin Mendez conducted an unannounced Annual/Random inspection. LPA met with facility Director Katherine Burnett and advised her the purpose of the inspection. Director provided LPA a tour of the facility inside and out. There were 35 children in care at the time of the inspection with 4 staff supervising.

Facility is located on a local church grounds. The facility is using two (2) classrooms for children in care.

· LPA observed licensing required documents posted prominently on the wall in the entrance of the facility.

· Facility has enough restrooms for children in care. LPA observed restrooms were free of toxins and hazardous items which may pose harmful to children in care.

· LPA observed various carbon monoxide detectors in the daycare rooms. Room 1 was tested at 11:23 AM and Room 2 was tested at 11:44AM. Both units were functioning at the time of inspection.

· Facility provides a morning and afternoon snack. Director stated, children bring their lunches from home.

· LPA did not observe any hazards/toxins items accessible to children in care.

· Each of the classrooms have age-appropriate toys and furniture readily accessible for children in care.

· Facility provides children that are staying full day a sleeping cot during quiet time if they choose to sleep.

· Sharps and chemicals were in an elevated cabinet and inaccessible to children in care.

LPA with the Director toured the outdoor play area.

· The outdoor playground has an ample amount of space and shade for children to play.

· LPA observed the playground has age-appropriate toys and structures available for children to use. LPA observed cushioning provided where a child may fall, appropriate per structure. LPA reminded the Director to conduct daily checks for imperfections to play structures outdoors, that might pose harm to children in care prior to allowing access to outdoor activities.

· The facility has bottled water dispensers available for children/staff inside and out. Children use their own water bottles brought from home.

A sampling of children and staff records were reviewed.

· LPA observed children's files to be complete and current.

· LPA observed staff files to be complete and current.

· Teachers meet the required qualifications.

· Teachers present have current Pediatric CPR/First-Aid certificates.

· Teachers present have current Mandated Reporter certificates.

On November 7, 2024 at 1:35 PM, during staff record reviews LPA observed that one (1) staff had recent expired Mandated Reporter certificates, expired (8/2024).

Staff are required to complete the Mandated Reporter (AB1207) training and complete renewal Mandated Reporter training every two years. LPA spoke with Director about the requirements. A technical violation was cited for the following Health and Safety Code 1596.8662(b)(1). Director advised evidence of Mandated Reporter proof of completion must be submitted to licensing by 11/22/2024.



No deficiencies were cited during today's inspection.

Director stated that Incidental Medical Services (IMS) was not being implemented now. IMS policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Childcare Home Section 102417. When any IMS is provided, a plan for providing IMS must be submitted to the Department. The following information regarding ADA was provided. US Department of Justice (USDOJ)

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Childcare Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

CCC COMPLETED TESTING AND NO LEAD EXCEEDANCES:

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Childcare Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

LPA also informed licensee Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
No deficiencies were cited. A technical violation was cited for the following Health and Safety Code 1596.8662(b)(1). Director was advised evidence of Mandated Reporter proof of completion must be submitted to licensing by 11/22/2024.
A notice of site visit was given and must remain posted for 30 days.
