32 | Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.
LPA observed disinfectants, cleaning solutions, medications, and sharps stored in locations (i.e. elevated cabinets, in office space) which are accessible to staff but inaccessible to children in care. LPA observed required licensing forms near the entry of the CCC. A sampling of Sign In/Out forms was reviewed. LPA notes the forms contained the arrival and departure times of children in care, as well as the signature of their authorized representatives.
The CCC outdoor play areas are enclosed by chain linked fencing. The footing in the areas is varied. The play yard entry/exit gates are secured. LPA observed age-appropriate toys and play equipment in the play areas. LPA observed the toys and play equipment in the play area to be in suitable condition and free of sharp, loose or pointed objects. Site Supervisor is reminded to remove toys and play equipment from the play areas when such items begin to degrade or are in good repair. LPA observed a total of five sheds in the play areas. The sheds are all secured and contain CCC supplies. The play structures in the areas have adequate cushioning to absorb falls. The outdoor areas also have shade created by shade covers, trees, and building overhangs. LPA observed no bodies of water on site.
LPA reviewed staff and children’s records. The children’s records are complete and found to contain emergency contact information as well as immunization records, amongst other required licensing documents. Staff records were reviewed and contain current Pediatric CPR/First Aid, and educational experience, amongst other required licensing documents. Site Supervisor informed LPA no firearms or ammunition is stored on site.
