On 4/2/25, Licensing Program Analyst (LPA) Shane Loftus made an unannounced inspection to deliver the findings regarding an investigation of the above-mentioned allegations. LPA met with Denine Hicks, Licensee of the Family Child Care Home (FCCH) and explained the purpose of the inspection. LPA, in the company of the Licensee, toured the interior and exterior of the FCCH. LPA observed 2 children in care at the time of the inspection.

The investigation included LPA's observations, record reviews, interviews, and two unannounced inspections. LPA interviewed the licensee, complainant, and a random sampling of former and current parents of children in care.

Interviews, record reviews and LPA's observations did not corroborate the allegations noted above.

In essence, there was not enough evidence to prove the licensee hit a day care child’s parent/guardian in the presence of a day care child. Additionally, there was not enough evidence to prove that the licensee handled a day care child in a rough manner while in care.

Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is UNSUBSTANTIATED.

A Notice of Site Visit (LIC 9213) and Appeal Rights (LIC 9058) were provided to Licensee. The Notice of Site Visit must remain posted for 30 days or a civil penalty of $100.00 may appeal.
