On 3/2/22, at 2:00 PM Licensing Program Analysts (LPA) Francisca Velazquez conducted an unannounced Required inspection of the Family Child Care Home (FCCH). Prior to entering the facility, LPA conducted COVID-19 questionnaire and based on Licensee's responses it was determined the home is safe and free of any COVID-19 exposures. LPA met with Jessica Strong, Licensee of the FCCH and explained the nature and purpose of the inspection. LPA notes eleven (11) children are on site during this inspection being supervised by three (3) staff.

LPA, in the company of the Licensee, toured the exterior and interior of the FCCH. Licensee stated that this is a majority outdoor program and children spend most of their time outside. Children have access to the home, but it is usually during the rainy season. LPA notes that there is plenty of shade for children in care. LPA observed three (3) shed in the outdoor yard. All sheds are locked and off-limits to children. One shed is used for storage and the other half is Licensee’s daughter’s room. The second shed is covering the water well. The third shed is the Licensee’s son room. LPA observed an outdoor restroom that is used by the children. Licensee stated that when needed the children have access to use the restroom inside the home. LPA observed and outdoor room that is used as a music and yoga room and nap room. The outdoor yard also has a studio that is occupied by tenants. Licensee and children to do have access to the studio. All individual present during inspection are cleared.

The FCCH is clean, orderly and has ventilation to afford for the children’s comfort and safety. Medications in the FCCH are stored in an elevated cabinet in the Licensee’s bedroom that is inaccessible to children in care. Sharps were observed to be stored in a kitchen drawer that has safety lock and are inaccessible to children in care. The home's cleaning compounds are stored in an elevated cabinet in the garage and in an elevated cabinet in the hallway of the home, all areas are inaccessible to children in care. Toys, furniture and equipment observed in the FCCH are age appropriate.

Required forms are posted on the FCCH. The FCCH has smoke and carbon monoxide detectors that were tested during inspection and were operating. The FCCH has a regulation fire extinguisher which was serviced on 05/24/2021. LPA reminded the Licensee to either service or purchase a regulation fire extinguisher annually. LPA reviewed the home’s fire/disaster drill documentation. The last drill was completed on 9/15/2021.

The outdoor yard is accessible to the children in care and is completely fenced. Licensee stated that most of their time is spent outdoors. The backyard has trees to provide shade for children in care. LPA observed bodies of water on site by means of a jacuzzi. Jacuzzi is located in the back yard on an elevated area that is off-limits to children in care. LPA observed that jacuzzi to be completely locked.



A sampling of the children's records was reviewed. The records are current, complete and possessed emergency contact information. The Licensee's records were also reviewed. Licensee has Pediatric CPR and First (EMSA approved) expiring 09/02/22 and Mandated Reporter certificates expires on 07/03/23.

The Licensee notes there are no firearms and ammunition stored on site.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA also informed licensee [facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

A notice of site visit was given and must remain posted for 30 days.
