On November 18, 2022 at 11:57 AM, Licensing Program Analyst (LPA) Francisco Pedroza conducted an unannounced Annual/Random inspection. LPA met with Licensee Flor Soto-Osorio and advised her the purpose of the inspection. Licensee provided LPA a tour of the home. There was three (3) children in care at the time of the inspection.

Licensee has a single story home. The licensee uses the den, living room, kitchen, one (1) bathroom, and back yard for children in care. The bedrooms and garage entry doors are secured with child safety locks preventing access. LPA observed working smoke and carbon monoxide detectors. LPA observed a 2A10BC fire extinguisher mounted on the wall in the den with a service date of 12/29/21. The den is setup as a primary play and activity area for the children. Licensee has cubbies with activities stored for children. Licensee has age appropriate toys, books, games, activities, furniture and accessories readily accessible. LPA did not observed hazards/toxins accessible to children. Licensee has sharp objects and cleaners stored high out of reach of children in the kitchen and secured in the laundry room. In the living room licensee uses the area for children to relax and sleep. Licensee uses sleeping cots for the older children and traveling pin for the younger children. LPA observed a fire place in the living room with a screen secured with a child safety lock preventing access. Licensee has an off-limits balcony accessible from the living room. The balcony door has a sensor alarm that activates if the door is open. On the balcony there are stairs down to the backyard. LPA observed a secured gate at the top of the balcony and bottom of the stairs in the backyard preventing children from having access. The backyard is enclosed with an iron fence. LPA observed age appropriate toys and play structures readily accessible for children. Licensee has an off-limits spa in the backyard. The spa cover straps were properly secured and had heavy objects on the cover weighing it down preventing children from accessing it. Licensee has no firearms or live ammunition in the home.

LPA reviewed the facility child roster and found it to be complete. A sampling of children files was reviewed. LPA observed the children files to be current and complete. Licensee's Pediatric CPR/First-Aid expires on 1/1/23. The licensee's Mandated Reporter expires on 1/16/23. The last emergency drill was conducted on 8/10/22. LPA spoke with licensee about current Safe Sleep requirements and asked if she had any questions. She advised that she does not have any questions, only requested some extra documents. LPA provided the documents via email during the inspection. Licensee is following current Covid-19 and Safe Sleep requirements.

No deficiencies cited during today inspection

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Home Section 102417. When any IMS is provided, a plan for providing IMS must be submitted to the Department. The following information regarding ADA was provided. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

A notice of site visit was given and must remain posted for 30 days.
