On 4/17/24, at 10:45 AM, Licensing Program Analyst (LPA) Elvin Baddley conducted an unannounced Annual/Random Inspection of the abovementioned Family Child Care Home (FCCH). LPA met with Antia Bogle, Licensee of the FCCH, and explained the purpose of the inspection. LPA notes the inspection is also to address a request for a change of capacity from 8 (Small FCCH) to 14 (Large FCCH). LPA, in the company of the Licensee, toured the exterior and interior of the FCCH. The FCCH's living room, kitchen, dining area, hallway restroom and guest bedroom are used for child care, while the remainder of the home is excluded from child care. At the time of the inspection, LPA observed two children present, along with an Assistant (cleared and associated) proving care and supervision.

The FCCH is clean and orderly. Cleaning compounds in the FCCH are stored in the laundry room which is excluded from care. Medication in the FCCH is stored in an elevated kitchen cabinet which is beyond the reach of children in care. The FCCH has a fireplace in the living room which is screened by metal mesh. LPA observed various smoke and carbon monoxide detectors in the FCCH. A smoke and carbon monoxide detector in the FCCH's hallway was tested at 11:34 AM. Each detector was operational. The FCCH has a regulation fire extinguisher which was serviced on 5/16/23 (expiration 5/16/24) . LPA reminded the Licensee to either service or purchase a regulation fire extinguisher annually. The bathroom used by children in care is clean and free of toxins. Toys, furniture and play equipment observed in the FCCH are age appropriate. The home maintains working telephone services and required forms are posted near the FCCH's entry door.

The backyard of the FCCH is enclosed wooden fencing. The area also has an elevated wooden decking with four stairs. LPA observed a child safety gate at the base of the wooden deck stairs. The backyard also has a shed (office) on the wooden deck which contains household good. The shed is locked. There is also a shed in the backyard which the children have access to during outdoor activities. The shed containing age appropriate equipment. Toys in the backyard area are age appropriate. LPA observed no bodies of water on site.

The FCCH has a dog on site. LPA reviewed vaccination records for the dog. The vaccinations are current.

LPA reviewed the records of children on site. The records were current, complete and possessed emergency contact information and immunization records, among other required documents. The last fire drill at the FCCH occurred on 3/18/24. The Licensee's records are current and complete with pedantic CPR and First Aid certifications (EMSA approved) expiring on 8/25/25, and Mandated Reporter training certification expires on 3/26/26. The Licensee informed LPA no firearm or ammunition are stored on site.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

During the exit interview, the Licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS on 4/9/24.

CCLD received a fire clearance from the Five Cities Fire Department on 4/3/24, granting the FCCH a capacity of 14, as such the FCCH change of capacity from 8 to 14 is granted.

A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Licensee Anita Bogle.
