On December 14, 2022 at 12:46 PM, Licensing Program Analyst (LPA) Susana Martinez conducted an announced pre-licensing inspection. LPA met with owners Harvest Torrey and Sara Yost, LPA advised them the reason for the inspection. Prior to entering the facility LPA conducted a COVID-19 risk assessment, all answers indicated no COVID-19 present. LPA and owners toured the facility inside and outside. At the time of inspection there were 47 children in care and 12 staff.

The facility plans to operate Monday- Friday 7 AM- 5:30 PM and serve children ages 18 months to 5 year olds with a toddler option. No bodies of water were observed at the time of inspection. The center will be using 2 separate buildings for the preschool license. Building B has 3 rooms. All rooms were observed to be clean and free of toxins/hazardous items. LPA observed age-appropriate toys and learning materials in each room. Each room contains a first aid kit along with a fire extinguisher. LPA also observed carbon monoxide detectors throughout the building. The room intended for Toddlers is labeled as the Bright Beginning Classroom which can accommodate 8 toddlers at a time. The toddlers have a separate outdoor space completely separate from the other age groups. LPA observed changing tables available in the restrooms located in classrooms Bright Beginnings and Early Years. Building B has a capacity of accommodating 35 children at a time. LPA observed 5 separate outdoor activity areas outside of building B.

Building C will be using 3 classrooms for children in care. Building C has the indoor capacity to accommodate 43 children at a time. LPA observed 3 separate outdoor activity areas with ample amount of space an shade. The toys and play structures were observed to be in good condition.

A fire clearance was granted by the Atascadero Fire Department on 8/18/2022.

The center submitted a waiver request to allow the preschool children to co-mingle with the toddler option during specific times during operation hours. The waiver was granted and valid for the term of the license and is subject to review at the discretion of the licensing agency.

The waiver is granted under the following conditions:


1. The waiver is valid Mon-Fri between the hours of 7AM-8AM and 4:30 PM- 5:30 PM
2. Preschool and toddler program children can only be co-mingled during the above specific times for the first hour of the morning and the last hour of the day.
3. There must be a 1 to 6 ratio at all times when preschool and toddler children are co-mingled.
4. The above children must be supervised by a qualified teacher.
5. The facility shall be able to meet the needs of all children in care.
Failure to comply with the conditions may result in termination of the waiver.

LPA provided and reviewed with Site Supervisor the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted. LPA discussed information capacity, ratios, current Covid-19, and safe sleep requirements. Site Supervisor was made aware that it is the facility's responsibility to know the current regulations for a CCC which can be accessed on-line at www.cdss.ca.gov.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

The center meets Title 22 Division 12 requirements. License will be effective today, 12/14/2022 for total capacity of 70 Preschoolers and 8 Toddlers.

Exit interview conducted, appeal rights were given, and report was reviewed with owners Harvest Torrey and Sara Yost.
