32 | Owner was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.
Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA reviewed with owner the LIC 311A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.
LPA reviewed capacity, ratios, and teacher qualifications. LPA provided a pictorial ratio fact sheet.
Preschool Ratios:
1 Qualified Teacher to 12 children or
1 Qualified Teacher and 1 Aide to 15 children or
1 Qualified Teacher and 1 Aide (with 6 semester units) to 18 children.
The center submitted an exception request for CCR Title 22, Division 12, Section 101215.1(H)(1)(A) Child Care Center Directors Qualifications and Duties in order to allow Joan Butler to work as the Director of this center while she completes 3 units of administration or staff relations. The exception was granted with the following terms:
- Joan Butler maintains current enrollment in ECE 221- Administration of an Early Childhood Education.
- Joan Butler, completes the course with a passing grade and update the Department by November 30, 2023
- This exception shall terminate on or before November 30, 2023
- Any changes to the existing conditions must be reported to the licensing agency immediately
