On February 20th, 2025, Licensing Program Analyst (LPA) Rosie Breault conducted an announced pre-licensing inspection at the above - mentioned facility to ensure that health, safety, and personal rights as requires by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. The applicant applied for a preschool facility requesting 48 children 2 years – 5 years of age. The facility will operate Monday – Friday 7:30AM-5:30PM. The facility is located on the grounds of Zion Lutheran Church

LPA met with director Sierra Day and together toured and measured the on-limits areas and classrooms located at the facility. The children will utilize 2 classrooms for care: “Room #1” (nearest the office) and “Room #2”. Facility maintains a total of 6 toilets and 6 sinks which were tested and in good working order at the time of the inspection.

LPA observed regulation postings placed in a prominent location, and facility to utilize “Playground” app for purposes of signing in and out. Facility is equipped with a room to isolate and care for any child who becomes ill during the day, with space for cot/mat, separate toilet, and sink, affords easy supervision, and not located in or near food or general toilet area. Children will bring lunch/snacks from home, and facility will offer non-perishable snacks and filtered water is available.

The classrooms were observed to be clean, safe, sanitary and in good repair. Floors of all rooms have a surface that is safe and clean. All classroom furniture and equipment were observed to be maintained in good condition, free of sharp, loose or pointed parts. Tables and chairs were observed to be meet the needs of the children. All play equipment and materials used by children were observed to be age appropriate, and personal cubby space is available to children.

Preschool classroom contains a variety of activities for children, comfortable temperature, ample ventilation, and sufficient number of mats for the requested number of children. LPA observed waste receptacles to have tight fitting covers, in good repair, leakproof and rodent-proof. LPA reminded director facility shall remain clean, safe, sanitary and in good repair at all times to ensure the safety and well-being of children, employees, and visitors. LPA observed disinfectants, cleaning solutions, poisons and other items that could pose a danger if readily available to children stored elevated in a locked cabinet. LPA observed first aid kits in both rooms, carbon monoxide detector present, and fire extinguisher last serviced on 1/13/2025. Per director, no firearms or ammunition are present on property.

LPA observed 1 large play area which provides ample shade, age-appropriate toys and equipment, soft material to absorb falls, clean sandbox, and accessibility to water. The playground is enclosed by fencing to protect and to keep children in the outdoor activity area. Per director, no bodies of water are present on the property.

San Luis Obispo City Fire cleared facility on 2/4/2025.

Drinking water from a noncontaminating fixture or container shall be readily available both indoors and in the outdoor activity area. LPA advised per Health and Safety Code 1597.16(a)(1) Lead Testing and PIN-21-21-CCP Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010 to test their drinking water for lead contamination between January 1, 2020 and January 1, 2023, and then every 5 years after the date of the first test.

Per Written Directive 100700(c)(1) Written Directives for Lead Testing (1) For a license issued on or after July 1, 2022, initial testing results shall be received and posted within 180 days of licensure.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Director was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.

The combined preschool rooms total 1835.94 square feet. The preschool outdoor play area totals 19,937.76 square feet, which will accommodate applicant’s request for 48 preschoolers.
