On February 28, 2024, at approx.9:00 AM Licensing Program Analyst (LPA) Maria Olguin-Leon met with Director Roseanne Abad for an unannounced annual inspection. Purpose of visit was explained. Present today was Director, 1 staff and 10 preschool children. Facility is operating within capacity and in compliance with staff/child ratio. All staff have fingerprint clearances. Facility operates a preschool and TK aftercare program from Monday to Friday 7:00am – 6:00PM.

LPA and Director toured the facility for health and safety hazards. Facility is located on the Roosevelt elementary school campus in room #33. Classroom has proper temperature and ventilation. There are plenty of age-appropriate toys, furnishings, books, and learning materials. Storage Cubbies are available for children to store personal items and belongings. There is one children’s restroom located inside classroom with one working toilet and sink with no running hot water. Classroom is equipped with one off limits staff restroom, which is also used for storage. Staff restroom door remains closed for inaccessibility for children. All cleaning products, chemicals and toxins are stored behind locked cabinets or inaccessible to children. Facility has plenty of sleeping mats available for napping; LPA reminded Director to replace torn sleeping mats. Both facility and parents provide sheets and are washed weekly or as needed.

Facility uses school playground which is equipped with swing set and slide/climbing play structure which are in good condition. Playground area is fenced and gated with a 5ft fence. Playground is properly equipped with tanbark to cushion falls. There are no pools, spas, or other bodies of water. Per Director, there are no weapons or firearms on the premises.

Children bring their own lunches from home and facility provides snacks. LPA observed snacks to be properly stored to avoid contamination. LPA observed children’s labeled water bottles to use indoors or outdoors. Facility refills bottles using small water bottles. First aid kit is fully stocked with medical supplies. Incidental Medical Services were discussed. Sick children are isolated by desk area and away from other children.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

LPA referred licensee to the Department website for lead: Lead Toxicity Prevention and Water Testing Information. And provided Licensee with PIN 21-21-CCP for reference.

Director is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com. LPA encourages the director to frequently visit our website at www.ccld.ca.gov for licensing regulations and new updates.

Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

LPA reviewed sign in/sign out sheets located inside classroom entrance. LPA reminded Director to have parents sign with full signatures. Facility has fully charged fire extinguisher, working smoke detector and fire alarm system. Facility has a landline and use cell phone for communication with staff.

LPA reviewed 5 children’s records and 2 staff records. Children files are missing LIC995 and staff was missing CPR/FA, Director will download certificates and email to LPA. The facility has all necessary paperwork posted, Facility License, Notification of Parent's Rights, Notification of Personal Rights, Car Seat Law, and Emergency Disaster Plan. Last emergency drill was conducted on February 13, 2024 and is properly documented. Per Director, lead testing may have been completed with school.

LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department.
