13 | On January 26th, 2026 at approximately 9:35am, Licensing Program Analysts (LPA) Tapia-Mandujano conducted an unannounced inspection to conclude the pending complaint investigation. LPA met with Site Supervisor, Roxana Pena regarding the above allegation and explained the purpose of the visit.
Present in the facility are Site Supervisor and 10 teachers caring for 47 preschool age children. All adults working at the facility have fingerprint clearance through the Redwood City School District. During today’s inspection, LPA and Site Supervisor toured the facility for health and safety hazards.
Complaint was received by the Department on November 24th, 2025. During the course of the investigation, interviews were conducted with staff, children, and involved parties. LPA also received and reviewed relevant documents.
Based on interviews and information that was gathered, LPA determined that based on the information obtained there is insufficient evidence to state that Staff handled children in care in a rough manner. Per interviews with staff, no observations were made of a staff handling a child in a rough manner. Per interviews with children, no child reported being handled in a rough manner.
Although the allegation above may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore, the above allegation is UNSUBSTANTIATED.
Notice of site visit was given and must remain posted for 30 days. Failure to maintain postings as required will result in an immediate $100 civil penalty.
