NARRATIVE
1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	On March 21, 2023 at approximately 12:45pm, Licensing Program Analyst (LPA) Catrina Quimbo conducted an unannounced, annual inspection at Skyline College Child Development Center. LPA met with program coordinator, Michelle Amaral, and facility director, Tina Watts. Program operates at Skyline College, Building 14, in classrooms #2-5. During LPA's visit, Classrooms #3 and #4 were only in operation. Hours of operation are Monday to Thursday, 8:00am to 4:30pm, and Fridays 8:00am to 12:00pm. Present during LPA's visit included 18 preschool age children with 6 staff members. Facility is operating within capacity limits and ratio during LPA's visit. All staff on site have fingerprint clearance on file. LPA inspected day care areas currently in use, indoors and outdoors, for health and safety hazards. LPA observed classrooms to be clean with proper temperature and ventilation. There are a variety of age appropriate toys and materials in classrooms that were observed to be in good working condition. Facility is equipped with multiple fire extinguishers, multiple first aid kits, and fire alarm system. Per program coordinator, smoke detector is a dual smoke/carbon monoxide detector. Storage for children's belongings are located in the classroom, labeled with children's individual names. LPA observed all cleaning solutions, poisons and other chemicals to be stored in accessible to children in classroom's high shelves and/or locked behind child safety locked cabinets. Both classrooms have separate bathrooms for children in designated classrooms. LPA observed bathroom to be in proper working condition, equipped with appropriate sanitation products. Program utilizes mats for napping children. LPA observed mats to be appropriately stored and stacked. Per director, children's materials are cleaned and sanitized daily. Sheets are laundered weekly or as needed.

LPA observed outdoor area utilized for preschool children to be fully enclosed with an at least 4 ft. high fence. Outdoor area is equipped with a variety of age appropriate outdoor toys and materials that were observed to be in good working condition. There is a play structure that includes resilient padding underneath. Outdoor area also includes a sand box that is appropriately covered when not in use. LPA observed drinking water is available to children, indoors and outdoors, with children's individual drinking bottles that were labeled with children's names.

Preschool program uses paper sign in/out system. LPA observed children are signed in and out of program with children's authorized representatives' written signatures. Emergency drills are conducted once per semester. There are 3 semesters a school year. Last emergency disaster drill was conducted 10/20/2022. LPA observed licensing documentation to be properly posted and made available for review.

LPA reviewed 5 children's files, which were complete. Children's files have record of emergency identification information on file and required immunizations. LPA reviewed 5 staff members' files, including director's file. Staff files were also complete with record of required immunizations available for review, up to date Mandated Reporter certifications and up to date CPR/First Aid certifications. Director's CPR will expire 07/2023.

Facility was informed that as of September 1, 2016, a person may not be employed or volunteer at a child care facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662.

Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

No deficiencies were issued under CCR, Title 22, Division 12.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
