NARRATIVE
1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	On October 1, 2024 at approximately 1:00pm, Licensing Program Analysts (LPAs) Melissa Zaragoza and Catrina Quimbo, conducted an unannounced, annual inspection. On 10/18/24 LPAs returned to conducted an annual continuation visit. LPAs met with the director, Christine Herndon, and explained the purpose of the visit. Skyline College CDC is a combination facility of infant children and preschool children. Infant program and preschool program are located in the same building. Preschool program operates in one classroom, room 14-03. The preschool program currently has 16 children enrolled. Preschool classroom has a bathroom in the classroom. Hours of operation are Monday through Friday 8:00am to 4:30pm, Monday- Thursday, and 8:00am to 12:30pm on Friday’s. Present during LPA's visit was the director, 0 infant children, 9 preschool age children, and 4 teachers. There are 4 teachers in the preschool classroom. Preschool program is operating within capacity limits and ratio during LPAs' visit. LPAs inspected facility, indoors and outdoors, for health and safety hazards. Classroom includes a variety of toys and materials that were in good condition. LPAs observed classrooms to have age-appropriate furniture, equipment, and materials. LPAs observed cleaning materials to be stored in high shelves, inaccessible to children in care. Per director, children sleep in mats in the classroom. Per director, parents provide sheets. Sheets are clean and maintained by handing them to parents, weekly, for wash. Per director, mats are maintained clean, by sanitizing them daily after being used. Each classroom is equipped with a fully charged fire extinguisher, first aid kit, and smoke detectors. Per director, there are carbon monoxide detectors installed in high ceilings in each classroom. LPAs could not test carbon monoxide detectors during the inspection because due to the high ceilings. Per director, smoke alarm is connected with the entire facility, and could not be tested during visit. Storage for children's belongings is in classrooms. Children's cubbies are labeled with children's individual names. (Continue Report on Page 2...)

Bathroom for children was observed to be clean. Sinks and toilets were in working condition. Bathroom was equipped with appropriate sanitation products. The bathroom had 5 toilets and 3 sinks. LPAs observed a diaper changing table for diapering children, that is currently not being used. LPAs observed bathroom to have trash can bins with tight fighting lids. LPAs observed children’s diapers to be stored and properly labeled with each child’s name on it. LPAs observed no cleaning solutions, poisons, and other hazardous materials to be stored in bathroom. LPAs did not observe any accessible poisons or chemicals in classroom.

Program provides snacks, breakfast, and lunch. Per director, snack is prepared in facility's kitchenette. LPAs observed kitchenette with a refrigerator and sink to be clean with food appropriately stored and maintained. LPA observed poisons and chemicals to be stored separately from food items.

Outdoor area is entirely enclosed and fenced. Preschool outdoor are separate from the infant outdoors area. LPAs observed outdoor are play area to have natural shade. LPA observed play structure to have cement, tanbark, and cushion flooring. Per lead teacher, children drink water from the water fountain in the outdoor area, when they are playing outside.

Program uses sign in/sign out binder for the sign in/sign out system. Children are properly signed in during LPAs’ visit. LPAs observed licensing posters and documents to be properly posted in the office. Per director, they conduct disaster drills with the college. Per director, they conduct earthquake and lock down drills. Lock down drill was conducted on 09/30/24.

LPAs reviewed 6 facility staff records which were complete and had all required documents. LPAs reviewed 6 random children record, which were complete. Multiple staff on site have a current CPR/First Aid certification. All staff records reviewed include a current Mandated Reporter certification. Staff records also include required immunizations that were made available for review.

Director was reminded all staff hired are required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

During visit, director provided documentation that proved the building was tested for lead September 18, 2021, tested a second time September 30, 2021 and tested a third time October 19, 2021. Testing results from September 18, 2021 and September 30, 2021 showed an exceedance for 5 fixtures. Fixtures were remediated and retested October 19, 2021, without any exceedance.

LPA's discussed the safe sleep regulations with director and discussed the Child Care Licensing Safe Sleep webpage athttps://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

A notice of site visit was given and must remain posted for 30 days.
