On January 14, 2024, at approximately 1:00 PM, Licensing Program Analyst (LPA) Melissa Zaragoza conducted an unannounced, annual inspection. LPA met with the afternoon director, Parvathy Satheeshkumar, and explained the purpose of the visit. Morning director of the facility, Philina Topacio, arived later on during the visit.

Burlingame Montessori School is a preschool age program childcare center. Childcare center is a facility with 3 rooms. The facility has 1 napping room for children, and 2 other rooms that are considered classrooms.

Hours of operation are Monday through Friday 8:30am to 5:00pm. Per director, the facility operates until 3:30pm but offer extended hours for families who need it and closes at 5:00pm. Present during LPA's visit was the director, 20 preschool age children, and 2 teachers. LPA observed all teachers in the classroom with the children. Program is operating within capacity limits and ratio during LPA's visit.

LPA inspected facility, indoors and outdoors, for health and safety hazards. Classroom includes a variety of toys and materials that were in good condition. LPA observed classrooms to have age-appropriate furniture, equipment, and materials. LPA observed cleaning materials to be stored in high shelves, inaccessible to children in care.

Per director, children nap in the napping room. Children use mats to sleep in, and bring their sheets and blankets from home. Per director, sheets and blankets are taken home weekly for wash. Per director, mats are wiped down daily, as well.

The facility is equipped with a fully charged fire extinguisher and first aid kit. LPA observed Carbon monoxide detector and smoke detector in the facility. Smoke detector and carbon monoxide detector were tested during visit and were observed to be working. Storage for children's belongings is in classroom and outside. Children's hooks are labeled with children's individual names on it. Hooks are used for children to hang their coats, and to have a place to put their outside shoes. LPA did not observe any accessible poisons or chemicals in the classroom.

There are a total of 2 bathrooms for the children to use in the facility. Bathrooms for children were observed to be clean. There is one bathroom inside the napping room. Bathroom in napping room has 1 toilet and 1 sink. The sinks and toilet were in working condition. Bathroom was equipped with appropriate sanitation products. LPA observed bathroom to have trash can bins with tight fighting lids. LPA observed children to have individual boxes in the bathroom with extra clothes for each child. Second bathroom for children to use is in the main room of the center. Bathroom was observed to have 1 sink and 1 toilet. LPA observed no cleaning solutions, poisons, and other hazardous materials for to be stored in bathroom.

Program provides snacks only, when necessary. Per director, children bring lunch from home. Per director, children store their lunch bags in their individual hooks outside. LPA observed lunch tables outside, with shade, for children to eat at. LPA observed a trash outside with a tight fitted lid for children to use to throw away their trash.

Outdoor area is entirely enclosed and fenced. LPA observed outdoor play area to have a roof for shade, and an umbrella. LPA observed play structure to have tanbark flooring. Outdoor materials are well kept. LPA observed a sandbox to be fully covered. LPA observed toys and material to be in good condition. Per director, children take their water bottles outside, and refill them in the classroom. LPA observed filtered water in the class.

Program uses an app for parents to sign in and out for their sign in/sign out system. Children were properly signed in during LPAs’ visit. LPA observed licensing posters and required documents to be properly posted inside the classroom. Program’s last disaster drills was conducted on September 24, 2024.

LPA reviewed 5 facility staff records. LPA reviewed 6 random children facility records which were complete and had all required documents. Children's records have emergency information on file. Multiple staff on site have a current CPR/First Aid certification. Staff records also include required immunizations that were made available for review.

Director was reminded all staff hired are required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

Water quality was tested on 11/04/2022 and results complied.

LPA's discussed the safe sleep regulations with director and discussed the Child Care Licensing Safe Sleep webpage athttps://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

No deficiencies were cited today.

A notice of site visit was given and must remain posted for 30 days.
