On August 14th, 2024 at approximately 9:15 AM, Licensing Program Analyst (LPA) Tapia-Mandujano arrived at the facility. LPA met with Director, Lisa Williams. The purpose of inspection was explained and was for an unannounced- Case Management inspection for Room Change and Increase in Capacity. Per director, site is currently closed for summer break. Present in the facility are Director and some staff setting up the classrooms.

Facility has requested to increase capacity from 17 to 24 infant children. As well as move the Infant Classrooms from Building #1 to Building #2. Building #2 consist of 2 classrooms with a Napping room attached to each classroom. Building #2 also consist of a Kitchen, Laundry Room, and a Staff restroom that will be off limits. Facility has also requested to add a new outdoor space area for the Infant children. The day and hours of operation Monday- Friday from 7:30AM to 4:30PM. Infant ages to serve is 10 weeks to 2 years old. LPA measured facility indoors and outdoors, and inspected for health and safety hazards.

LPA measured Classroom #1 and Classroom #2 had a total useable indoor square footage of 845.814. Total usable sqft. divided by 35 equals to 24 infant children. Classroom #1 consists of a changing table with a sink within arms reach, 2 toilets, 1 child size sink, and an additional adult size sink. Classroom #2 consists of a changing table with a sink within arms reach, 2 toilets, 1 child size sink, and an additional adult size sink. Total capacity of toilets and sink exceed the desired capacity of 24 infant children.

Facility is still in the process of setting up each classroom with age-appropriate materials, equipment, and toys. Classroom must be fully set up for approval. Overall, the indoor spaces has a comfortable temperature with adequate ventilation and lighting. Floors are free obstructions or hazards. Each classroom is equipped with storage for children's belongings. Each classroom is equipped with a Fire Extinguisher, Fire alarm system, and carbon monoxide alarms. Fire clearance is still pending. Per director, isolation of ill children will be in Building #2 isolation room and she will sit with the child until child is picked up.

Napping Areas in Classroom #1 and #2 will consist of cribs set up. Facility was reminded that each infant, shall have their own crib. Cribs were observed to be free of loose objects and articles. Children's sheets are provided by facility and washed twice a week or as needed. Per Director, families provide all the food for children. Storage for bottles/food will be stored in the Kitchen refrigerator in labeled containers for each infant children. Warming of bottles will also be prepped by staff inside the Kitchen. Per director, water services will be readily available inside and outside with refillable bottles for children to drink as they wish.

LPA measured the new Infant outdoor play area that is fenced in front of Building #1 and #2. Total useable square footage measures 1602.475; divided by 75 allows for a total of 21 Infant children. Facility will need to request a Rotational Outdoor Waiver.

The outdoor play spaces were enclosed with fencing and gates are still awaiting to be installed. Outdoor Area is still being set up. Facility agrees to have age-appropriate materials and toys for infant children. Shading Areas will also be installed. Prior for approval of new outdoor space, area must be fully set up.

Postings still need to be posted. Required posting must be in a centralized, visible location and include the: License; Passenger Safety Laws; Notice of Parent Rights; Personal Rights; Emergency Disaster Plan; Earthquake Preparedness Checklist.

Facility provides Incidental Medical Services – IMS. LPA reviewed storage area for medication and equipment/supplies, and reviewed forms that will be used. LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

During today's inspection, LPA received: LIC 200A, LIC 500, Floor plan of overall Building #1 and #2, and Copy of the Courtesy Lead results.

Prior for approval of Increase of Capacity and Room change, facility must submit or have the following completed:
*Classrooms must be fully set up with age appropriate materials, objects, and equipment including making classroom free of any potential hazards.
*Outdoor Area must be fully set up with age appropriate materials, objects, and equipment including making area free of any potential hazards.
*Required Postings must be posted in a centralized, visible area for all parents to see
*Fire Clearance from Menlo Park Fire Department
*Required paperwork that is pending review
*Lead Results posted on Waterboard Website

Based on today's inspection, deficiencies were not observed, according to California Title 22, Health and Safety Code of Regulations.

A notice of site visit was given and must remain posted for 30 days.

Exit interview conducted and report was reviewed with Director, Lisa Williams.
