On 10/27/2025, Licensing Program Analysts (LPAs) Wadhwa and Zaragoza conducted an unannounced complaint visit and met with the Director, Noel Trevisan. LPAs explained the purpose of the visit. Present during today’s visit were 81 children and 9 staff.

At today's visit, LPAs conducted staff interviews and site observations. LPAs have previously duly investigated similar allegations and concerns during previous investigation visits conducted on 5/21/2025, 5/23/2025, 6/09/2025, 6/19/2025, 7/07/2025 and 8/04/2025 and found them to be unsubstantiated.

Based on interviews, record review and observation conducted today and in previous instances mentioned above, LPAs were unable to determine if staff yell at children in care and if staff did not prevent children from hitting other children.

Based on the information obtained from LPA investigations, the allegations listed above were unsubstantiated, meaning it may have happened or is valid, there is no preponderance of evidence to prove the violations did or did not occur.

Exit interview conducted and report was reviewed with Director, Noel Trevisan.

A copy of the report was given to the Director along with a Notice of Site Visit, that must remain posted for 30 days.
