25 | On August 12th,2024 Licensing Program Analysts (LPAs) Kassandra Medrano and Diana Alvarado conducted an annual required inspection which included a tour of the home and yard, and a review of the required day-care forms with the licensee, Dalila today. Present in the home is Licensee, 6 (5 preschool age and 1 infant) children and 1 adult assistant, Eneyda Esteban, as well husband, Gonzalo Ocampnino and Mother, Dalila Castro. During inspection it was found that capacity and ratio requirements of children were observed in compliance today. OFF LIMIT AREAS: as of today, kitchen, bonus room, living room, bathroom #1 Prior to todays visit bedrooms #1 and #2 were also marked off limits. FCCH AREAS: Back yard, Family room, and bathroom #2. A review of records indicates that all adults working or living in the home who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. The day-care operates 8am-5pm, Monday-Friday. LPA observed the following: No baby walkers, bouncers, exercausers, etc. allowed to be used during day-care hours. Home has proper lighting and ventilation. Home has a working telephone, a working smoke and carbon monoxide detector, and a fully charged 2A10BC fire extinguisher. Licensee stated that there are no bodies of water on the property, and facility was inspected and no body of water was found. Licensee states there are no guns or weapons of any kind in the home. During review of files, Licensee’s CPR and First Aid expires on 4/2026. Licensee stated that they conducted emergency drill last month but it was not documented. Licensee provides daily snacks and lunch. Isolation of sick children reviewed/discussed. During file review it was observed that staff files were incomplete. Staff were missing licensing required documents as well as documentation of immunization's. Capacity options were reviewed. Licensee understands that care cannot be provide for more than the capacity as stated on the license.
