On October 29, 2024, at approx.1:45pm Licensing Program Analyst (LPA) Maria Olguin-Leon met with Director Nicole Francis for an unannounced annual inspection. Purpose of inspection was explained. Present during today’s visit was Director, 6 staff and 44 school age children. Facility is operating within capacity and in compliance with staff/child ratio. All staff present in after school program have criminal background clearances. Facility operates an after school and preschool program. After school program hours are Monday - Friday 11:30am to 6:00pm.

LPA and Director toured indoors and outdoors of the facility for health and safety hazards. Facility operates an infant, preschool and After school program. After School program operates in classrooms; #15, Treehouse #A, Treehouse #B, Treehouse #C, and Treehouse #D. Currently classrooms #13 and #14 are not being used for the after school program. Classrooms are clean and orderly with proper temperature and ventilation. There are plenty of age-appropriate games, a foosball table, age-appropriate furniture, learning materials, books, and art supplies. Storage cubbies are available outside classroom for children to store personal belongings. A children’s restroom is in classroom #15 and is separated by wall and a curtain to provide privacy. There are restrooms located outside classrooms, restrooms offer privacy for boys and girls. Restroom have working toilets, urinal and sinks for hand washing. There is no running hot water in children’s sinks. There is a separate staff restroom. All trash cans are equipped with tight fitting lids. All cleaning products, chemicals and toxins are stored and locked in cabinet and inaccessible to children. Per Director, school age outdoor area is shared with school located next to facility. Outdoor play area is equipped with a gaga pit and basketball courts all in good repair. Playground flooring is artificial grass to cushion falls. The rest of playground is asphalt. There are canopies on grass and asphalt area to provide shade to children in care. The entire outdoors is completely enclosed with a 5 ft. privacy fence. Courtyard area is equipped with a basketball court. Per Director, there are no weapons or firearms on the premises. Facility is located next to the community center, where a swimming pool is located. Facility has access to pool for usage and only uses shallow area of pool which is roped off for after school program usage. Pool is used at scheduled times, with a lifeguard available at all times. . Pool gate is properly locked and can only be opened by a staff badge. Entire outdoor play area is enclosed with a 5 ft. privacy fence.

Children bring their own labeled water bottles from home and bottles are refilled in classroom from water faucets. Facility provides snacks to children in the after-school program. LPA observed kitchen to be clean and all food to be properly stored to avoid contamination. LPA observed monthly snack schedule to be posted. First aid kit is fully stocked with medical supplies. Sick children are isolated in office and away from other children.

LPA reviewed electronic sign in/out on tablet. After school staff sign children into program and parents sign their children out in the afternoons. Each classroom is equipped with its own tablet and parents use a unique code to sign children out. Classrooms are equipped with fully charged fire extinguishers; and carbon monoxide detector and smoke alarm are integrated into sprinkler system. Last emergency drill was conducted on 10/16/2024 and properly documented. Emergency drills are conducted monthly. Facility has a landline in each classroom and uses walkie talkies for communication with staff.

LPA reviewed 5 random children’s records 4 staff record. All the children's and staff files were complete. The facility has all necessary paperwork posted, Facility License, Notification of Parent's Rights, Notification of Personal Rights, Car Seat Law, and Emergency Disaster Plan.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

Director is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com. LPA encourages the director to frequently visit our website at www.ccld.ca.gov for licensing regulations and new updates.

Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

No deficiencies were issued today under Title 22 Division 12 of the California Code of Regulation.

A notice of site visit was given and must remain posted for 30 days.
