On January 6, 2025 at approximately 11:30am, Licensing Program Analyst (LPA) Catrina Quimbo, conducted an unannounced, annual inspection. LPA met with director, Veronica Vasquez, and explained the purpose of the visit. Present during LPA's visit included director, 5 teaching staff and 31 preschool age children. Facility is operating within capacity limits and ratio during LPA's visit.

Hours of operation are Monday through Friday 7:00am to 6:00pm. All teaching staff present are fingerprint cleared and associated to facility number. Program operates in 3 classrooms: Chicks (2-3 year olds), Pandas (3-4 year olds) and Caterpillars (4-5 year olds). With director, LPA inspected day care areas, indoors and outdoors, for health and safety hazards.

LPA observed classrooms to be clean and organized. Classrooms include carpet and rugs that are free of stains. Per director, carpet and rugs are vacuumed daily through janitorial services. LPA observed classrooms to be equipped with a variety of children's toys and materials that are in good condition.

LPA observed each classroom to include activities for reading, arts and crafts, and dramatic play. Per director, toys and materials used are sanitized daily. LPA observed cleaning solutions and chemicals to be made inaccessible in classroom's high shelves.

Storage for children's belongings are located inside each classroom, labeled with children's names and/or pictures. Children sleep in each classroom. Younger children (Chicks classroom) sleep on floor mats while older children sleep on cots. LPA observed floor mats to be color coded so a child does not lay on the side that is designated for the floor. LPA observed cots and mats to be appropriately stored. Children bring sheets and blankets that are stored in children's cubbies. Per director, sheets and blankets are sent home weekly to be laundered. Per director, mats and cots are sanitized daily after each use.

LPA observed each classroom to be equipped with a fully charged fire extinguisher, smoke alarm, and smoke detector. Per director, smoke detectors are dual smoke and carbon monoxide detectors. LPA was unable to test carbon monoxide detector during today's visit due to high ceilings. LPA observed classrooms are equipped with emergency backpacks that are brought to the outdoor area daily. Emergency backpacks include first aid kits and children's emergency contact information.

There are children's restrooms in each classroom. LPA observed restrooms to be separated between boys and girls. LPA observed restrooms to be in working condition. Sinks accessible to children do no provide water that is warmer than 120 degrees Fahrenheit. Sinks are equipped with appropriate sanitation products. LPA observed sinks and restrooms to be in working condition, equipped with appropriate toileting materials.

LPA observed a diaper changing table in the Chicks classroom. Diaper changing table is within arm's reach to an adult sink. Diapers and wipes are brought to facility by children's families. LPA observed diapers and wipes to be appropriately stored and labeled with children's individual names. Per director, diaper changing table is sanitized daily. LPA observed garbage bins with tight fitting lids in classrooms and restrooms.

Program provides a food service that includes snacks only. Children's families provide lunch. LPA observed children's lunches to be appropriately stored and labeled. There are microwaves and portable, conventional ovens in each classroom that are placed on high shelves when in use. LPA observed menu to be properly posted and available for review. Drinking water is made available to children through individual water bottles that can be refilled through water fountains on site.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care
Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

LPA verified that the lead testing was completed in accordance to the Written Directives
outlined in PIN 21-21.1-CCP

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication
and equipment/supplies, and reviewed children’s, personnel, and administrative records. For IMS information see PIN 22-02-CCP. Outdoor area is fully enclosed and fenced. Outdoor area is separated into three sections for each classroom. There are a variety of outdoor toys and equipment that are in good condition. There is a play structure for the Caterpillar playground that has resilient padding underneath. LPA did not observe any pools, spas or bodies of water on site. There are exit doors in outdoor area gates. LPA advised director for exit doors to have updated, sound alarms when opened and closed. LPA also observed outdoor toys and materials to be stored in a closed bin in children's restroom. LPA advised director to remove storage bin from children's restroom.

Children are signed into and out of program with their authorized representatives' written signatures. LPA observed sign in sheets to be appropriately maintained. Sign in sheets includes the child's individual name, the time they are signed into and out of program.

Licensing documents are properly posted and available for review. Staff's personnel report and childcare roster was made available for LPA's review. Emergency disaster drills are conducted and appropriately documented.

LPA reviewed 6 random children's records which are complete. Children's records include emergency contact information and immunization cards. LPA also reviewed teaching staff files. All teaching staff present have a current CPR/First Aid certification. LPA reminded director all teaching staff must have a current Mandated Reporter certification that must be made available for review.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

No deficiencies were issued during today's visit.

A notice of site visit was given and must remain posted for 30 days.
