Director conducted an informal staff meeting to reinforce importance of the supervision of children. Staff in Owls B classroom received counselling by elementary school principal. Per director, enrolled children, families of children and staff were reminded of program’s pick up procedures and policies. Director has placed signs on all gates, reminding individuals to close all gates to preschool program.
Based on observation, interview and record review which were conducted, the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED. California Code of Regulations, Title 22, Division 12 are being cited. Please refer to 9099D for more information.
Director to provide LPA with electronic copies of child care roster, employee handbook and video footage of incident by 11/30/2023. During today's visit, director provided LPA with copy of incident report of incident.
LPA Quimbo informed director, Julie Picardal, that this report 11/29/2023 documents one Type A citation which shall be posted for 30 consecutive days as there is immediate risk to the health, safety, or personal rights of children in care.
Also, LPA Quimbo informed the director to provide a copy of this licensing report dated 11/29/2023 that documents any Type A citation(s) to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.
A notice of site visit was provided and must remain posted for 30 days. A plan of correction and appeal rights were provided to director.
