25 | On December 18th, 2025, at approximately 8:15am, Licensing Program Analyst (LPA) Tapia-Mandujano conducted an unannounced, plan of correction (POC) inspection. LPA explained the purpose of the inspection to Lead Teacher, Monica Houman. Site Supervisor, Carina Neumann and Assistant Director, Jeannine Solis arrived shortly after. Present in the facility are Site Supervisor and 9 staff supervising 48 preschool age children. All adults are fingerprint cleared through the San Carlos School District.
On December 9th, 2025, LPA Tapia-Mandujano concluded complaint investigation and substantiated the allegation of “Staff are operating out of ratio” based on observations, record reviews, and interviews. LPA issued a Type A citation under CCR, 101216.3(a) for operating over the staff to child ratio. A POC was developed with the facility.
During today’s inspection, facility is operating within teacher to child ratio in each classroom.
LPA Tapia-Mandujano has also received a written procedures that include what steps staff should take when they are about to meet 1 to 12 ratio and when teachers are absent/running late. As well as an updated LIC 500, personnel report that includes staff schedule change. During inspection, LPA received signed acknowledgment from teachers that they are aware of the procedures and ratios.
During today's visit, LPAs observed the report posted with the type A deficiency and Notice of Site Visit from 12/09/25. LPA also reviewed LIC 9224’s were signed by all enrolled children. Per Assistant Director, an email with the attached report and LIC 9224 was also emailed and verbally communicated to all families of enrolled children.
Based on today's inspection, no deficiencies were observed, according to California Title 22, Health and Safety Code of Regulations.
A notice of site visit was given and must remain posted for 30 days.
Exit interview conducted and report was reviewed with Assistant Director, Jeannine Solis and Program Director, Leah Scholer.
