On March 8th, 2022 at 1:30 PM., Licensing Program Analyst (LPA) Kassnadra Medrano met with Director, Grace Yee and Assistant Director, Nicole Ding at the facility. During inspection Director had to leave, so visit was finished with Assistant director. Purpose of inspection was explained and was for Case Management inspection to add Toddler Option component for 18 toddlers to their existing preschool license. Facility requested to designate Classrooms 1 and 2 as the toddler classrooms. LPA Inspected facility, inside and outside, with licensee for health and safety hazards. LPA measured classroom 1, designated for the toddler component: Area totals 460.21 Useable space, divided by 35 sq. ft. equals 13 children. Classrom 2, area totals 254.60 Useable space, divided by 35 sq. ft. equals 7 children. Per licensee, toddler option classrooms have their own designated bathrooms. Classroom was observed clean with age appropriate toys and equipment. There were several cubbies for children's belongings. All furnishing and equipment was safe and in good repair. Licensee had child size tables and chairs for snack and activities. All accessible garbage cans with tight fitting lids and outlets had been covered. All accessible sinks deliver water, no warmer than 120 degrees. Diaper changing table was located next to children’s bathroom. Classroom was equipped with a first aid kit. Facility is equipped with fire extinguisher (3A:40BC), smoke detector, carbon monoxide (CO) detector. Outdoor play area measured during inspection. The total usable space is 1464.70 Sq. Ft. divided by 75 sq. ft. allows for 20 toddlers. LPA reminded licensee that the toddler's outdoor equipment must be age appropriate. The outdoor area surface is observed clean and in good condition. Per Assistant Director, outdoor area is designated for toddlers. Artificial turf has been installed for added safety. Water services will be made accessible to day-care children with the use of pitchers of fresh water and refillable water bottles. Assistant Director understands required age range for the toddler option, 18 to 36 months old, and that child's authorized representatives must provider written permission for participation in toddler option component.

Ratio and staffing requirement for the toddler option was discussed with licensee. During inspection, LPA reviewed with licensee: Care and Supervision of the Children, Child Discipline Procedures is redirection and choices, Emergency Evacuation Procedures, Isolation of Sick Children, Napping Requirements, Food Service, Transportation-none provided, Parents Rights, and Reporting Requirements.

Required postings were observed during inspection. Facility will conduct monthly disaster drills every six months, and log will be maintained.

Licensee understands preschool and toddler option children cannot commingle at any time in bathroom. Licensee understands that children in must be kept physically separation from the preschool age children. Licensee understands that the toddler option children cannot commingle on the preschool in the outdoor space. Food service was discussed and will not be provided by the center. LPA reminded licensee that all children's food containers, brought from home must be properly labelled Facility provides Incidental Medical Services – IMS. LPA reviewed storage area for medication and equipment/supplies, and reviewed forms that will be used. For IMS information see Title 22 Regulations sections 101173 and 101226. Based on today’s inspection, no deficiencies were cited in areas evaluated according to Title 22, Code of Regulations. This report and rights to comment and appeal were discussed. This report must be available in the facility for public review. Notice of site inspection was posted.
