On March 5, 2025, an informal office meeting was conducted at the San Bruno Regional Office. Present in the meeting were Licensing Program Managers (LPM’s) Zebila and Leung, Licensing Program Analysts (LPA’s) Van, Alvarado, Tso (cantonese translator LPA), Naves, Wadhwa and Licensee Yan Yu Zhao. The purpose of this meeting was to discuss licensees’ role of a family child care home (FCCH). Ms Zhao is also co-owner of Little Adventures Children’s Center (414004897 414004921) and You and Me Children Center (414004795/414004856)

During the meeting, the following was reviewed and discussed:

1. Licensee shall be the primary care provider of the FCCH. Temporary absences shall not exceed 20% of the hours that the FCCH is providing care per day.

2. 11/25/2024 unannounced licensing visit to center licensee was at center from 10:14am-4:30pm.

3. 1/23/25 unannounced licensing visit to center licensee was at visit from 9:15am (approximately)-5:00pm

4. Should the licensee’s temporary absence exceed 20% of the operational hours within a given day, the department must be informed, and prior approval must be obtained.

5. Temporary absence must not be outside employment that interferes with day care operation.

Licensee must understand the importance of adhering to all licensing regulations. The Department will conduct additional visits to the licensees’ facility to confirm compliance with these regulations.


An exit interview was conducted, and the report was reviewed with the licensee Yan Yu Zhao.
