25 | On May 3rd, 2024, Licensing Program Analysts (LPAs) Kassandra Medrano and Diana Alvarado conducted an annual required inspection which included a tour of the home and yard, and a review of the required day-care forms with the licensee, Lyubov. Present in the home during inspection is Licensee, 8 children and one cleaner that licensee states comes once a week and only stays in off limit areas. During inspection it was found that capacity and ratio requirements of children were observed in compliance today. CHILD CARE AREAS: Play Room, Bathroom #1, and Bedroom. OFF LIMIT AREAS: Entire second floor, kitchen, garage, living room, office,and part of back yard. Adults living in the home are Licensee, and Husband, Ilya Shapiro, and one minor child. A review of records indicates that all adults working or living in the home who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. The day-care operates 8:30 am-5:30pm, Monday -Friday. LPAs observed the following: There are two pets in the home, a cat, Atlas, and a dog, Ace. Licensee has provided documentation of vaccinations for the two pets. No baby walkers, bouncers, exercausers, etc. allowed to be used during day-care hours. LPAs observed that there is a trampoline in the off limits area, per licensee children in care do not use. LPAs spoke to licensee about edge of deck closest to entrance to yard, and advised that a gate be installed to prevent falls. Home has proper lighting and ventilation. Home has a working telephone, a working smoke and carbon monoxide detector, and a fully charged 2A10BC fire extinguisher. Licensee stated that there is no body of water on the property, and facility was inspected and no body of water was found. Licensee states there are no guns or weapons of any kind in the home. During review of files, Licensee’s CPR and First Aid expires on 6/2025. Emergency drills have been conducted and are current. Licensee provides daily snacks and lunch. Isolation of sick children reviewed/discussed. |
