1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	On February 12, 2024 at approximately 9:30am, Licensing Program Analyst (LPA) Catrina Quimbo conducted a scheduled, pre-licensing inspection and case management visit. LPA met with applicant, Navin Chugh, and explained the purpose of the inspection. During visit, LPA also met with Building Kidz director of operations, Jamie Brown, center director, Komal Rajput, and center's assistant director, Jessica Smith. Department received application December 27, 2023. During visit, fire clearance was obtained. Program is currently licensed for a capacity of 72 for a preschool program with a toddler option program (12 toddlers). The applicant is requesting for an infant license with a capacity of 12 infants (ages 4 months to 24 months) to operate in infant classroom #1 only. The applicant is also requesting to increase the toddler option program for the preschool license from 12 toddlers to 21 toddlers (18 months to 36 months) to operate in Toddler #1 classroom. Applicant was reminded infant enrolled children, preschool enrolled children and toddler option enrolled children must be kept physically separate and cannot co-mingle. Applicant was also reminded toddler option children must have written permission/consent from their authorized representatives to participate in toddler option component. Applicant was also reminded infant children must have an infant needs and services plan that must be updated with infants' families. Preschool program is currently operating in the Ladybugs (Toddler #2), Dragonflies (2s), and Butterflies and Honeybees (3s) classrooms. Hours of operation will be Monday through Friday 7:30am to 5:30pm. The infant program will operate in the infant classroom only. The designated director will be Komal Rajput. The facility was inspected, indoors and outdoors, for health and safety hazards and measured to calculate capacity. (Continue Report on Page 2...)

Indoors: Infant classroom was measured for 400.85 sq. ft. allowing for a capacity of 11 infants. The infant classroom was observed to be well ventilated with appropriate temperature. Flooring in classroom includes carpets and padding for walking and crawling infants. LPA observed flooring in classroom to be clean. There is a diaper changing table in the classroom. Applicant plans to install an adult sink next to diaper changing table. Garbage bins in classroom were observed to have tight fitting lids. Classroom includes appropriate toys and materials that were in good condition. Infant classroom includes cribs. Applicant plans to install wall partitions to separate the infant activity area from the infant napping area.

The Toddler #1 classroom was measured for 391.04 sq. ft. allowing for a capacity of 11 children. Toddler classroom #1 was also well ventilated with appropriate temperature. There is sufficient storage for children's belongings located inside the classroom. Classroom is equipped with toys, materials and furniture that was observed to be in good working condition. Exit doors in toddler classroom include child safety lock handles.

Both classrooms include fire sprinklers, a fire alarm system and detectors. Per applicant, detectors in classroom are dual smoke/carbon monoxide detectors. LPA did not observe any accessible poisons or cleaning solutions in classrooms. Applicant plans to store cleaning solutions and hazardous materials in classrooms' high shelves.

LPA observed electrical outlets in both classrooms to be made inaccessible with child safety covers. Both classrooms also maintain emergency backpacks that include emergency information, first aid kits and emergency supplies.

Medications with children's individual names and required documentation will be stored in appropriate classrooms' high shelves.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. Program plans to provide napping infants with cribs and napping toddlers with mats. Children's families are to provide infants with tight fitting sheets only. Toddler children are to be provided with blankets and tight fitting sheets by their families. LPA reminded directors children's sheets must be stored so that they are not touching each other. Per applicant, sheets and blankets will be sent home daily. Cribs and mats are to be sanitized daily as well.

Isolation area is in the facility office. Program's discipline policy was discussed. Infant children are to be provided additional care to soothe them while toddler children will be redirected. Per director, no time outs will be provided at any time.

There is one children's restroom in the facility that includes 5 toilets and 5 sinks. Applicant and director were reminded children using the restroom must always be supervised. Total allowable capacity for sinks is 75 children. Total allowable capacity for toilets is 75 children. LPA advised applicant and director to designate two toilets and two sinks in the shared bathroom to designated for toddler use only.

Program plans to provide a food service for toddler children only that includes a morning snack, lunch and afternoon snack. Program will not provide a food service to infant children. Per applicant, infant's families will provide a food service that includes infants' feeding materials. Food is prepared in facility kitchen that is off limits to children. Water is made available to children through kitchen's refrigerator.

The requirement for Lead Water Testing was discussed (H&S Code 1597.16). Per applicant, lead water testing for facility was previously completed. LPA advised applicant to review PIN 21-21-CCP.

Directors stated they are aware emergency disaster drills are conducted monthly and must be documented when conducted. Program plans for children to be signed into and out of program by children's authorized representatives' electronic signatures. Printed sign in/out sheets are available if needed.

Outdoors: There is one outdoor area for children's use that was previously measured for 1880 sq. ft. allowing for a capacity of 25 children. There is a scheduled rotation waiver for the facility that is currently in use. Applicant plans for infant children and toddler classroom #1 to continue use of outdoor area on a rotation schedule. Outdoor area is fully fenced and enclosed. There is sufficient shade and appropriate outdoor toys and materials. Directors stated they are aware children must always be supervised going to and from the outdoor area.

LPA reviewed with applicant and directors, the LIC311A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Applicant was informed of the MyChildCarePlan.org site, a consumer education
website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with applicant and directors, and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed applicant and directors of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

During visit, LPA was provided copies of resubmitted documents indicated on Notice of Incomplete Application (LIC184C).

Based on square footage, maximum number infant program can be licensed for is 11 infants. LPA will approve infant license for 11 infants when following is completed:
-Installation of sink to diaper changing table.
-Installation of wall partitions to infant napping area.
-Follow up visit conducted by LPA.

LPA will approve 21 toddler option children effective this date.

Exit interview conducted and report was reviewed with the applicant, Navin Chugh.
