On 2/14/2025, Centralized Application Bureau (CAB) Licensing Program Analyst Jamel Maiwandi met with applicant/licensee Ting Shen and director Mia Li for the purpose of an unannounced capacity increase case management inspection. This is an application requesting for a capacity increase from 12 toddler children and 26 preschool children to 12 toddler children and 52 preschool children. The facility's hours of operation are Monday through Friday from 8:30AM to 5:30 PM. The fire clearance was granted on 12/5/2024.

LPA conducted a health and safety inspection in all areas accessible to toddler and preschool children. There is one toddler classroom (1) and 3 preschool classrooms (1,2,3). LPA measured the preschool classrooms which contain a total of 1,734.556 square feet and will not accommodate the applicants request for 52 preschool children. LPA measured the toddler classroom which contains a total of 505.237 square feet and will accommodate the applicants request for 12 toddler children. There are 4 toilets and 5 sinks available to children, and a separate staff restroom is available. Children who become ill during the day will be isolated in the teachers office room and will use the staff restroom, if necessary.

All outdoor and indoor passageways, stairways, inclines, ramps, open porches and other areas of potential hazard were observed to be free of obstruction. The child care center was observed be clean, safe, sanitary and in good repair at all times to ensure the safety and well-being of children, employees and visitors. Floors of all rooms have a surface that is safe and clean. A comfortable temperature for children shall be maintained at all times. Furniture and equipment were observed to be sufficient in quantity, maintained in good condition, free of sharp, loose or pointed parts. Tables and chairs were observed to meet the needs of the children. All play equipment and materials used by children were observed to be age-appropriate. LPA observed sufficient individual permanent or portable storage space for each child’s clothing, personal belongings and/or bedding. All materials and surfaces accessible to children, including toys, shall be free of toxic substances. A functional carbon monoxide detector was observed in the facility. Disinfectants and medications were observed to be inaccessible and appropriately stored. LPA observed an electronic paper sign in and sign out system. Report continues on page 2 of LIC 809

There are two outdoor areas designated for children, one in the front and one in the rear of the building. The outdoor play area in the front is fenced with a wrought iron fence that is at least four feet tall and the outdoor play area in the rear is fenced with a wooden fence that is at least 4 feet tall. Staff will provide supervision to ensure children under the age of 18 months will not be using the play structure in the front outdoor play area. LPA observed a sufficient amount of age appropriate equipment and toys. There are shaded areas supplied by surrounding buildings, trees, and an umbrella in the front outdoor play area and rear outdoor play area.

The front outdoor activity area contains a total of 2,026.68 square feet and the rear outdoor area contains a total of 404.2 square feet, for a total outdoor area of 2,430.88 square feet, which will not accommodate the applicants request for 64 children.

Facility staff was reminded any construction or equipment that could pose a hazard in the outdoor activity areas shall be made inaccessible to children in care. This shall include, but not be limited to, incinerators, air- conditioning equipment, water heaters, and fuse boxes. Director and staff were reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Applicant Ting Shen and director Mia Li were informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with applicant Ting Shen and Director Mia Li. The following is required before a license for a capacity increase will be issued:
· Updated LIC 200A with new capacity

· Approved Waiver for outdoor play areas

· Final LPM Approval
